| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter C, Chapter 49, Water Code, is amended |
|---|
| 13 | 13 | | by adding Section 49.0621 to read as follows: |
|---|
| 14 | 14 | | Sec. 49.0621. MEETING PLACES FOR BOARD OF CERTAIN |
|---|
| 15 | 15 | | DISTRICTS. (a) This section applies only to a district wholly or |
|---|
| 16 | 16 | | partly located in a county that: |
|---|
| 17 | 17 | | (1) contains a portion of the Cedar Creek Reservoir; |
|---|
| 18 | 18 | | and |
|---|
| 19 | 19 | | (2) borders a county with a population of 2.6 million |
|---|
| 20 | 20 | | or more. |
|---|
| 21 | 21 | | (b) Notwithstanding Section 49.062, if the board of a |
|---|
| 22 | 22 | | district to which this section applies conducts meetings at least |
|---|
| 23 | 23 | | quarterly, the board shall conduct a meeting at least once per |
|---|
| 24 | 24 | | quarter at a designated meeting location: |
|---|
| 25 | 25 | | (1) inside the district; or |
|---|
| 26 | 26 | | (2) within 10 miles of the boundary of the district. |
|---|
| 27 | 27 | | (c) Notwithstanding Section 49.064 or Chapter 551, |
|---|
| 28 | 28 | | Government Code, the board of a district to which this section |
|---|
| 29 | 29 | | applies may hold a regular or special meeting by telephone |
|---|
| 30 | 30 | | conference call or video conference call if at least one board |
|---|
| 31 | 31 | | member participating in the meeting is physically present at a |
|---|
| 32 | 32 | | location that is open to the public during the open portions of the |
|---|
| 33 | 33 | | meeting. A board member who participates in a meeting by telephone |
|---|
| 34 | 34 | | conference call or video conference call shall be counted as |
|---|
| 35 | 35 | | present at the meeting for all purposes. |
|---|
| 36 | 36 | | SECTION 2. Subchapter G, Chapter 54, Water Code, is amended |
|---|
| 37 | 37 | | by adding Section 54.6015 to read as follows: |
|---|
| 38 | 38 | | Sec. 54.6015. PUBLIC HEARING TO CONSIDER ADOPTION OF TAX |
|---|
| 39 | 39 | | RATE FOR CERTAIN DISTRICTS. (a) This section applies only to a |
|---|
| 40 | 40 | | district wholly or partly located in a county described by Section |
|---|
| 41 | 41 | | 49.0621(a). |
|---|
| 42 | 42 | | (b) A public hearing at which the adoption of a tax rate will |
|---|
| 43 | 43 | | be considered must be conducted: |
|---|
| 44 | 44 | | (1) at a designated meeting location: |
|---|
| 45 | 45 | | (A) inside the district; or |
|---|
| 46 | 46 | | (B) within 10 miles of the boundary of the |
|---|
| 47 | 47 | | district; or |
|---|
| 48 | 48 | | (2) by telephone conference call or video conference |
|---|
| 49 | 49 | | call, as provided by Section 49.0621(c). |
|---|
| 50 | 50 | | SECTION 3. This Act takes effect September 1, 2025. |
