77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a requirement that a student's postsecondary transcript
1010 include the average or median grade awarded in each class.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter Z, Chapter 51, Education Code, is
1313 amended by adding Section 51.990 to read as follows:
1414 Sec. 51.990. TRANSPARENCY IN STUDENT TRANSCRIPTS. (a) In
1515 this section, "general academic teaching institution" has the
1616 meaning assigned by Section 61.003.
1717 (b) Each general academic teaching institution shall
1818 include on a student's transcript, for each class attempted by the
1919 student:
2020 (1) the average grade awarded to all students in the
2121 class; or
2222 (2) for a class for which letter grades are awarded to
2323 all students in the class, the median grade awarded.
2424 (c) The institution shall place the average or median grade,
2525 as applicable, immediately to the right of the student's individual
2626 grade.
2727 (d) This section does not apply to a class:
2828 (1) offered to students solely on a pass-fail basis or
2929 for independent study credit; or
3030 (2) in which grades are reported for 10 students or
3131 fewer.
3232 (e) The Texas Higher Education Coordinating Board shall
3333 adopt rules to administer this section.
3434 SECTION 2. The Texas Higher Education Coordinating Board
3535 shall adopt the rules required by Section 51.990, Education Code,
3636 as added by this Act, as soon as practicable after this Act takes
3737 effect. For that purpose, the coordinating board may adopt the
3838 initial rules in the manner provided by law for emergency rules.
3939 SECTION 3. The change in law made by this Act applies
4040 beginning with the 2025 fall semester.
4141 SECTION 4. This Act takes effect immediately if it receives
4242 a vote of two-thirds of all the members elected to each house, as
4343 provided by Section 39, Article III, Texas Constitution. If this
4444 Act does not receive the vote necessary for immediate effect, this
4545 Act takes effect September 1, 2025.
