| 11 | 11 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 12 | 12 | SECTION 1. Subchapter F, Chapter 54, Water Code, is amended | |
| 13 | 13 | by adding Section 54.5162 to read as follows: | |
| 14 | 14 | Sec. 54.5162. TRAFFIC STUDIES BEFORE ISSUANCE OF CERTAIN | |
| 15 | 15 | BONDS. A district may not issue a bond to finance a road project | |
| 16 | 16 | unless each entity with jurisdiction over a road intersection | |
| 17 | 17 | located inside the district or within one mile of the boundaries of | |
| 18 | 18 | the district or over a road that provides or will provide ingress to | |
| 19 | 19 | or egress from a residential development in the district conducts a | |
| 20 | 20 | study evaluating potential changes to traffic patterns and volumes | |
| 21 | 21 | for the intersection or road that would result from the road | |
| 22 | 22 | project. | |
| 23 | 23 | SECTION 2. This Act applies only to a bond issued on or | |
| 24 | 24 | after the effective date of this Act. A bond issued before the | |
| 25 | 25 | effective date of this Act is governed by the applicable law in | |
| 26 | 26 | effect before the effective date of this Act, and the former law is | |
| 27 | 27 | continued in effect for that purpose. | |
| 28 | 28 | SECTION 3. This Act takes effect September 1, 2025. |
