 A BILL TO BE ENTITLED
 AN ACT
 relating to the parental notification regarding public school
 teacher qualifications.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 12A.004(a), Education Code, is amended
 to read as follows:
 (a)  A local innovation plan may not provide for the
 exemption of a district designated as a district of innovation from
 the following provisions of this title:
 (1)  a state or federal requirement applicable to an
 open-enrollment charter school operating under Subchapter D,
 Chapter 12;
 (2)  Subchapters A, C, D, and E, Chapter 11, except that
 a district may be exempt from Sections 11.1511(b)(5) and (14) and
 Section 11.162;
 (3)  state curriculum and graduation requirements
 adopted under Chapter 28; [and]
 (4)  academic and financial accountability and
 sanctions under Chapters 39 and 39A; and
 (5)  parental notification requirements under Section
 21.057.
 SECTION 2.  Sections 21.057(a) and (c), Education Code, are
 amended to read as follows:
 (a)  A school district that assigns an inappropriately
 certified or uncertified teacher to the same classroom for more
 than 30 consecutive instructional days during the same school year,
 excluding the first 30 instructional days of the school year, shall
 provide written notice of the assignment to a parent or guardian of
 each student in that classroom.
 (c)  The school district shall:
 (1)  [make a good-faith effort to] ensure that the
 notice required by this section is provided in a bilingual form to
 any parent or guardian whose primary language is not English;
 (2)  retain a copy of any notice provided under this
 section; and
 (3)  make information relating to teacher
 certification, including the type of certification held by each
 teacher employed by the district, available to the public on the
 district's Internet website and on request.
 SECTION 3.  Section 12A.004(a), Education Code, as amended
 by this Act, applies to each local innovation plan adopted under
 Chapter 12A, Education Code, regardless of whether the plan was
 adopted before, on, or after the effective date of this Act. A local
 innovation plan adopted or renewed before the effective date of
 this Act must comply with Section 12A.004(a), Education Code, as
 amended by this Act, not later than September 1, 2025.
 SECTION 4.  This Act takes effect September 1, 2025.
