8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 11 | | SECTION 1. Section 42.0421, Human Resources Code, is |
---|
10 | 12 | | amended by amending Subsection (f) to read as follows: |
---|
11 | 13 | | (f) The training required by this section must be |
---|
12 | 14 | | appropriately targeted and relevant to the age of the children who |
---|
13 | 15 | | will receive care from the individual receiving training and must |
---|
14 | 16 | | be provided by a Texas independent school district, the Texas |
---|
15 | 17 | | Education Agency, or a person who: |
---|
16 | 18 | | (1) is a training provider registered with the Texas |
---|
17 | 19 | | Early Childhood Professional Development System's Texas Trainer |
---|
18 | 20 | | Registry that is maintained by the Texas Head Start State |
---|
19 | 21 | | Collaboration Office; |
---|
20 | 22 | | (2) is an instructor at a public or private secondary |
---|
21 | 23 | | school, an institution of higher education, as defined by Section |
---|
22 | 24 | | 61.003, Education Code, or a private college or university |
---|
23 | 25 | | accredited by a recognized accrediting agency who teaches early |
---|
24 | 26 | | childhood development or another relevant course, as determined by |
---|
25 | 27 | | rules adopted by the commissioner of education and the commissioner |
---|
26 | 28 | | of higher education; |
---|
27 | 29 | | (3) is an employee of a state agency with relevant |
---|
28 | 30 | | expertise; |
---|
29 | 31 | | (4) is a physician, psychologist, licensed |
---|
30 | 32 | | professional counselor, social worker, or registered nurse; |
---|
31 | 33 | | (5) holds a generally recognized credential or |
---|
32 | 34 | | possesses documented knowledge relevant to the training the person |
---|
33 | 35 | | will provide; |
---|
34 | 36 | | (6) is a registered family home care provider or |
---|
35 | 37 | | director of a day-care center or group day-care home in good |
---|
36 | 38 | | standing with the department, if applicable, and who: |
---|
37 | 39 | | (A) has demonstrated core knowledge in child |
---|
38 | 40 | | development and caregiving; and |
---|
39 | 41 | | (B) is only providing training at the home or |
---|
40 | 42 | | center in which the provider or director and the person receiving |
---|
41 | 43 | | training are employed; or |
---|
42 | 44 | | (7) has at least two years of experience working in |
---|
43 | 45 | | child development, a child development program, early childhood |
---|
44 | 46 | | education, a childhood education program, or a Head Start or Early |
---|
45 | 47 | | Head Start program and: |
---|
46 | 48 | | (A) has been awarded a Child Development |
---|
47 | 49 | | Associate (CDA) credential; or |
---|
48 | 50 | | (B) holds at least an associate's degree in child |
---|
49 | 51 | | development, early childhood education, or a related field. |
---|
50 | 52 | | SECTION 2. This Act takes effect immediately if it receives |
---|
51 | 53 | | a vote of two-thirds of all the members elected to each house, as |
---|
52 | 54 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
53 | 55 | | Act does not receive the vote necessary for immediate effect, this |
---|
54 | 56 | | Act takes effect September 1, 2025. |
