 A BILL TO BE ENTITLED
 AN ACT
 relating to traveling with a child to facilitate the provision of
 certain gender transitioning or gender reassignment procedures or
 treatments to that child; creating a criminal offense.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter X, Chapter 161, Health and Safety
 Code, as added by Chapter 335 (S.B. 14), Acts of the 88th
 Legislature, Regular Session, 2023, is amended by adding Section
 161.707 to read as follows:
 Sec. 161.707.  CRIMINAL OFFENSE. (a) A person commits an
 offense if the person travels from this state to a location outside
 this state with a child who is a resident of this state to
 facilitate the child's ability to receive a procedure or treatment
 that would otherwise be prohibited by Section 161.702 if the
 procedure or treatment occurred in this state.
 (b)  It is an exception to the application of this section
 that the conduct occurred solely to enable the child to receive a
 procedure or treatment that is authorized under Section 161.703.
 (c)  An offense under this section is a felony of the first
 degree.
 SECTION 2.  It is the intent of the 89th Legislature, Regular
 Session, 2025, that the amendments made by this Act to Subchapter X,
 Chapter 161, Health and Safety Code, be harmonized with another Act
 of the 89th Legislature, Regular Session, 2025, relating to
 nonsubstantive additions to and corrections in enacted codes.
 SECTION 3.  This Act takes effect September 1, 2025.
