46 A BILL TO BE ENTITLED
57 AN ACT
68 relating to an interim study on water resources development in
79 certain counties.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. In order to engage in a scientific inquiry and
1012 analysis regarding current and projected groundwater production
1113 and to assess the effects of that production on groundwater
1214 conditions, the Executive Administrator of the Texas Water
1315 Development Board shall, for Region M--including Cameron, Hidalgo,
1416 Jim Hogg, Maverick, Starr, Webb, Willacy, and Zapata
1517 Counties--undertake the necessary evaluations.
1618 (1) compile and evaluate current data on groundwater
1719 levels, aquifer characteristics, and groundwater use and
1820 production;
1921 (2) fully assess the effects of current and projected
2022 groundwater production on groundwater conditions;
2123 (3) establish a framework for analyzing state agency data to
2224 enable policymakers and agency leadership to make informed,
2325 real-time decisions regarding water resource management, financial
2426 allocations, and contracting;
2527 (4) develop and implement predictive models to enhance the
2628 allocation of state resources, forecast water supply trends, and
2729 guide policy decisions that support water sustainability;
2830 (5) identify, prevent, and mitigate potential fraudulent
2931 transactions or inefficiencies in financial and contractual
3032 processes associated with water infrastructure, permitting, and
3133 management;
3234 (6) assess and demonstrate the effectiveness of state and
3335 federal funding mechanisms in addressing water management
3436 challenges through advanced data analytics;
3537 (7) conduct a performance review of existing state-funded
3638 water management and conservation programs to determine
3739 cost-effectiveness, efficiency, and impact;
3840 (8) Enhance public access to water resource data and agency
3941 policies by creating standardized, user-friendly reporting
4042 mechanisms, incorporating clear visual representations and
4143 interactive tools for better comprehension.
4244 SECTION 2. Not later than September 1, 2026, the executive
4345 administrator of the Texas Water Development Board shall:
4446 (1) complete the compilation, evaluation, and
4547 assessment of data described by Section 1 of this Act;
4648 (2) prepare a report of the findings of the
4749 compilation, evaluation, and assessment;
4850 (3) submit the report to each standing committee of
4951 the legislature having primary jurisdiction over water
5052 development; and
5153 (4) make copies of the report available to the public.
5254 SECTION 3. This Act expires September 1, 2027.
