| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter Z, Chapter 33, Education Code, is |
|---|
| 13 | 13 | | amended by adding Section 33.911 to read as follows: |
|---|
| 14 | 14 | | Sec. 33.911. HALAL BREAKFAST AND LUNCH OPTION. (a) In this |
|---|
| 15 | 15 | | section, "halal" has the meaning assigned by Section 17.881, |
|---|
| 16 | 16 | | Business & Commerce Code. |
|---|
| 17 | 17 | | (b) This section applies only to a school district or |
|---|
| 18 | 18 | | open-enrollment charter school that is wholly or partly located in |
|---|
| 19 | 19 | | a county: |
|---|
| 20 | 20 | | (1) with a population of 2.1 million or more; or |
|---|
| 21 | 21 | | (2) that is adjacent to a county described by |
|---|
| 22 | 22 | | Subdivision (1). |
|---|
| 23 | 23 | | (c) On request by a student or the parent or person standing |
|---|
| 24 | 24 | | in parental relation to the student, a school district or |
|---|
| 25 | 25 | | open-enrollment charter school to which this section applies shall |
|---|
| 26 | 26 | | provide a halal option to the student for any breakfast or lunch |
|---|
| 27 | 27 | | program provided by the district or school. |
|---|
| 28 | 28 | | SECTION 2. This Act applies beginning with the 2025-2026 |
|---|
| 29 | 29 | | school year. |
|---|
| 30 | 30 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 31 | 31 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 32 | 32 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 33 | 33 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 34 | 34 | | Act takes effect September 1, 2025. |
