 A BILL TO BE ENTITLED
 AN ACT
 relating to a halal food option for breakfast and lunch programs
 provided by certain public schools.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter Z, Chapter 33, Education Code, is
 amended by adding Section 33.911 to read as follows:
 Sec. 33.911.  HALAL BREAKFAST AND LUNCH OPTION. (a)  In this
 section, "halal" has the meaning assigned by Section 17.881,
 Business & Commerce Code.
 (b)  This section applies only to a school district or
 open-enrollment charter school that is wholly or partly located in
 a county:
 (1)  with a population of 2.1 million or more; or
 (2)  that is adjacent to a county described by
 Subdivision (1).
 (c)  On request by a student or the parent or person standing
 in parental relation to the student, a school district or
 open-enrollment charter school to which this section applies shall
 provide a halal option to the student for any breakfast or lunch
 program provided by the district or school.
 SECTION 2.  This Act applies beginning with the 2025-2026
 school year.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2025.
