710 AN ACT
811 relating to the licensing of certain military veterans as health
912 care providers.
1013 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1114 SECTION 1. Subchapter A, Chapter 155, Occupations Code, is
1215 amended by adding Section 155.012 to read as follows:
1316 Sec. 155.012. LICENSING OF CERTAIN MILITARY VETERANS. (a)
1417 In this section, "active duty" and "armed forces of the United
1518 States" have the meanings assigned by Section 55.001.
1619 (b) The board shall issue a license to practice medicine to
1720 an applicant who:
1821 (1) is licensed in good standing as a physician in
1922 another state;
2023 (2) is a veteran of the armed forces of the United
2124 States who retired from or otherwise left military service not more
2225 than one year before the application date for a license under this
2326 section;
2427 (3) was, at the time of retiring from or leaving
2528 military service:
26- (A) serving on active duty; and
29+ (A) serving on active duty in this state; and
2730 (B) authorized as a physician to treat persons
28- enlisted in the armed forces of the United States or veterans;
29- (4) was honorably discharged from military service;
30- and
31- (5) has passed the Texas medical jurisprudence
31+ enlisted in the armed forces of the United States or veterans; and
32+ (4) has passed the Texas medical jurisprudence
3233 examination.
3334 (c) The board may not issue a license under this section to
3435 an applicant who:
35- (1) holds a medical license or a license to prescribe,
36+ (1) was discharged or separated from the armed forces
37+ of the United States:
38+ (A) on the basis of substandard conduct; or
39+ (B) for any act of misconduct or moral or
40+ professional dereliction;
41+ (2) holds a medical license or a license to prescribe,
3642 dispense, administer, supply, or sell a controlled substance that:
3743 (A) is currently under active investigation; or
3844 (B) is or was subject to a disciplinary order or
3945 action or to denial by another jurisdiction; or
40- (2) has been convicted of, is on deferred adjudication
46+ (3) has been convicted of, is on deferred adjudication
4147 community supervision or deferred disposition for, or is under
4248 active investigation for the commission of:
4349 (A) a felony; or
4450 (B) a misdemeanor involving moral turpitude.
45- SECTION 2. Subchapter D, Chapter 204, Occupations Code, is
46- amended by adding Section 204.159 to read as follows:
47- Sec. 204.159. LICENSING OF CERTAIN MILITARY VETERANS. (a)
48- In this section, "active duty" and "armed forces of the United
49- States" have the meanings assigned by Section 55.001.
50- (b) The physician assistant board shall issue a license to
51- an applicant who:
52- (1) is licensed in good standing as a physician
53- assistant in another state;
54- (2) is a veteran of the armed forces of the United
55- States who retired from or otherwise left military service not more
56- than one year before the application date for a license under this
57- section;
58- (3) was, at the time of retiring from or otherwise
59- leaving military service:
60- (A) serving on active duty; and
61- (B) authorized as a physician assistant to treat
62- persons enlisted in the armed forces of the United States or
63- veterans;
64- (4) was honorably discharged from military service;
65- and
66- (5) has passed the jurisprudence examination.
67- (c) The physician assistant board may not issue a license
68- under this section to an applicant who:
69- (1) holds a physician assistant license or a license
70- to prescribe, dispense, administer, supply, or sell a controlled
71- substance that:
72- (A) is currently under active investigation; or
73- (B) is or was subject to a disciplinary order or
74- action or to denial by another jurisdiction; or
75- (2) has been convicted of, is on deferred adjudication
76- community supervision or deferred disposition for, or is under
77- active investigation for the commission of:
78- (A) a felony; or
79- (B) a misdemeanor involving moral turpitude.
80- SECTION 3. Subchapter F, Chapter 301, Occupations Code, is

8758 (1) is licensed in good standing as a nurse in another
8859 state;
8960 (2) is a veteran of the armed forces of the United
9061 States who retired from or otherwise left military service not more
9162 than one year before the application date for a license under this
9263 section;
9364 (3) was, at the time of retiring from or otherwise
9465 leaving military service:
95- (A) serving on active duty; and
66+ (A) serving on active duty in this state; and
9667 (B) authorized as a nurse to treat persons
97- enlisted in the armed forces of the United States or veterans;
98- (4) was honorably discharged from military service;
99- and
100- (5) has passed the jurisprudence examination.
68+ enlisted in the armed forces of the United States or veterans; and
69+ (4) has passed the jurisprudence examination.
10170 (c) The board may not issue a license under this section to
10271 an applicant who:
103- (1) holds a nursing license or a license to prescribe,
72+ (1) was discharged or separated from the armed forces
73+ of the United States:
74+ (A) on the basis of substandard conduct; or

108- (2) has been convicted of, is on deferred adjudication
82+ (3) has been convicted of, is on deferred adjudication
10983 community supervision or deferred disposition for, or is under
11084 active investigation for the commission of:
11185 (A) a felony; or
11286 (B) a misdemeanor involving moral turpitude.
113- SECTION 4. This Act takes effect September 1, 2025.
