 CONCURRENT RESOLUTION
 WHEREAS, The Harris-Galveston Subsidence District is marking
 the 50th anniversary of its founding in 2025; and
 WHEREAS, Established in 1975 by the 64th Texas Legislature,
 HGSD was created to address the issue of subsidence, or the lowering
 of the land's surface due to groundwater withdrawals, in Harris and
 Galveston Counties; with their location along the Gulf Coast, the
 counties have been predisposed to sea level rise and
 weather-related issues; therefore, changes in land surface
 elevation can increase the region's risk of flooding and damage to
 infrastructure; and
 WHEREAS, At the time of its creation, the Harris-Galveston
 Subsidence District served more than 2.2 million people, and today,
 over 5.1 million individuals reside in the district's jurisdiction;
 thanks to the dedicated service of its board and staff, HGSD has
 successfully controlled subsidence through groundwater regulation,
 research and monitoring, water planning, and award-winning
 conservation programs; the district has also benefited from the
 support of local and regional agencies and civic officials; and
 WHEREAS, Over the past five decades, HGSD has played an
 instrumental role in protecting the lives and property of area
 residents from the significant impacts of subsidence, and it is a
 pleasure to join in honoring the district on this special milestone
 in its history; now, therefore, be it
 RESOLVED, That the 89th Legislature of the State of Texas
 hereby commemorate the 50th anniversary of the Harris-Galveston
 Subsidence District and extend to all those affiliated with the
 district sincere best wishes for continued success in their
 important work; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for HGSD as an expression of high regard by the Texas House
 of Representatives and Senate.
