6	6		A JOINT RESOLUTION
7	7		applying to the Congress of the United States to call a convention
8	8		under Article V of the United States Constitution for the limited
9	9		purpose of proposing one or more amendments to the constitution to
10	10		impose fiscal restraints on the federal government, to limit the
11	11		power and jurisdiction of the federal government, and to limit the
12	12		terms of office of federal officials and members of Congress.
13	13		WHEREAS, The drafters of the United States Constitution
14	14		empowered state legislatures to be guardians of liberty against
15	15		abuses of power by the federal government; and
16	16		WHEREAS, The federal government has abused its power by
17	17		creating a crushing national debt through improper and imprudent
18	18		spending; and
19	19		WHEREAS, The federal government has abused its power by
20	20		invading the legitimate role of the states through the manipulative
21	21		process of federal mandates that are to a great extent unfunded; and
22	22		WHEREAS, The federal government has ceased to abide by a
23	23		proper interpretation of the United States Constitution; and
24	24		WHEREAS, It is the solemn duty of state legislatures to
25	25		protect the liberty of the people and of future generations by
26	26		proposing amendments to the United States Constitution that place
27	27		clear restraints on federal power; and
28	28		WHEREAS, Article V of the United States Constitution
29	29		authorizes the several state legislatures to restrict the power of
30	30		the federal government through the amendment process; and
31	31		WHEREAS, Article V of the United States Constitution provides
32	32		that on application of the legislatures of two-thirds of the
33	33		several states Congress shall call a convention for the purpose of
34	34		proposing amendments to the constitution; now, therefore, be it
35	35		RESOLVED, That the 89th Legislature of the State of Texas,
36	36		Regular Session, 2025, hereby apply to Congress to call a
37	37		convention under Article V of the United States Constitution for
38	38		the limited purpose of proposing one or more amendments to the
39	39		constitution to impose fiscal restraints on the federal government,
40	40		to limit the power and jurisdiction of the federal government, and
41	41		to limit the terms of office of federal officials and members of
42	42		Congress; and, be it further
43	43		RESOLVED, That, unless rescinded by a succeeding
44	44		legislature, this application by the 89th Legislature of the State
45	45		of Texas constitutes a continuing application in accordance with
46	46		Article V of the United States Constitution until at least
47	47		two-thirds of the legislatures of the several states have applied
48	48		to Congress to call a convention for the limited purpose of
49	49		proposing one or more amendments to the constitution to impose
50	50		fiscal restraints on the federal government, to limit the power and
51	51		jurisdiction of the federal government, and to limit the terms of
52	52		office of federal officials and members of Congress; and, be it
53	53		further
54	54		RESOLVED, That the Texas secretary of state forward official
55	55		copies of this resolution to the president of the United States, to
56	56		the speaker of the House of Representatives and the president of the
57	57		Senate of the Congress of the United States, and to all members of
58	58		the Texas delegation to Congress with the request that this
59	59		resolution be officially entered in the Congressional Record as an
60	60		application to Congress for a convention under Article V of the
61	61		United States Constitution for the limited purpose of proposing one
62	62		or more amendments to the constitution to impose fiscal restraints
63	63		on the federal government, to limit the power and jurisdiction of
64	64		the federal government, and to limit the terms of office of federal
65	65		officials and members of Congress; and, be it further
66	66		RESOLVED, That the Texas secretary of state forward official
67	67		copies of this resolution to the secretaries of state and to the
68	68		presiding officers of the legislatures of the several states with
69	69		the request that they join this state in applying to Congress for a
70	70		convention under Article V of the United States Constitution for
71	71		the limited purpose of proposing one or more amendments to the
72	72		constitution to impose fiscal restraints on the federal government,
73	73		to limit the power and jurisdiction of the federal government, and
74	74		to limit the terms of office of federal officials and members of
75	75		Congress.
