8 | 8 | | WHEREAS, A life made rich through meaningful service drew to |

9 | 9 | | a close with the passing of Don McGowan of La Porte on April 15, |

10 | 10 | | 2025, at the age of 57; and |
---|
11 | 11 | | WHEREAS, The son of James "Buddy" McGowan and Marguerita |
---|
12 | 12 | | "Margie" McGowan-Sliger, "Donny" McGowan was born in New Orleans, |
---|
13 | 13 | | Louisiana, on June 13, 1967, and he grew up with the companionship |
---|
14 | 14 | | of three brothers, James, Freddy, and Chris; and |
---|
15 | 15 | | WHEREAS, Mr. McGowan began his career as a journeyman |
---|
16 | 16 | | electrician in the International Brotherhood of Electrical Workers |
---|
17 | 17 | | Local Union 716 in Houston; he then worked as a field technician for |
---|
18 | 18 | | the Texas Highway Department before holding numerous positions with |
---|
19 | 19 | | the City of Houston Public Works Department; he closed out his |
---|
20 | 20 | | career with Houston TranStar, retiring as a division manager in |
---|
21 | 21 | | 2024 after a total of 37 years in electric and traffic engineering; |
---|
22 | 22 | | and |
---|
23 | 23 | | WHEREAS, A man of deep faith, Mr. McGowan was a longtime |
---|
24 | 24 | | member of Faith Assembly of God in Pasadena; he served as a chaplain |
---|
25 | 25 | | with the Pasadena Police Department, and he was a licensed minister |
---|
26 | 26 | | with Christian Global Outreach Ministries; in all his endeavors, he |
---|
27 | 27 | | enjoyed the love and support of his wife, Stephanie, with whom he |
---|
28 | 28 | | shared a fulfilling marriage that spanned more than three and a half |
---|
29 | 29 | | decades, and he took great pride in his son, Tyler; in his leisure |
---|
30 | 30 | | hours, he enjoyed playing golf, fishing, and biking; and |
---|
31 | 31 | | WHEREAS, Donny McGowan distinguished himself as a skilled |
---|
32 | 32 | | professional, an admired spiritual leader, and a devoted family |
---|
33 | 33 | | man, and he leaves behind a legacy that will long be treasured by |
---|
34 | 34 | | all those who held him dear; now, therefore, be it |
---|
35 | 35 | | RESOLVED, That the House of Representatives of the 89th Texas |
---|
36 | 36 | | Legislature hereby pay tribute to the memory of Don McGowan and |
---|
37 | 37 | | extend sincere condolences to the members of his family: to his |
---|
38 | 38 | | wife, Stephanie McGowan; to his son, Tyler McGowan, and his wife, |
---|
39 | 39 | | Adriana; to his brothers, James McGowan and his wife, Jackie, |

40 | 40 | | Freddy McGowan and his wife, Cari, and Chris McGowan and his wife, |
