No. 1021 R E S O L U T I O N WHEREAS, A life made rich through meaningful service drew to a close with the passing of Don McGowan of La Porte on April 15, 2025, at the age of 57; and WHEREAS, The son of James "Buddy" McGowan and Marguerita "Margie" McGowan-Sliger, "Donny" McGowan was born in New Orleans, Louisiana, on June 13, 1967, and he grew up with the companionship of three brothers, James, Freddy, and Chris; and WHEREAS, Mr. McGowan began his career as a journeyman electrician in the International Brotherhood of Electrical Workers Local Union 716 in Houston; he then worked as a field technician for the Texas Highway Department before holding numerous positions with the City of Houston Public Works Department; he closed out his career with Houston TranStar, retiring as a division manager in 2024 after a total of 37 years in electric and traffic engineering; and WHEREAS, A man of deep faith, Mr. McGowan was a longtime member of Faith Assembly of God in Pasadena; he served as a chaplain with the Pasadena Police Department, and he was a licensed minister with Christian Global Outreach Ministries; in all his endeavors, he enjoyed the love and support of his wife, Stephanie, with whom he shared a fulfilling marriage that spanned more than three and a half decades, and he took great pride in his son, Tyler; in his leisure hours, he enjoyed playing golf, fishing, and biking; and WHEREAS, Donny McGowan distinguished himself as a skilled professional, an admired spiritual leader, and a devoted family man, and he leaves behind a legacy that will long be treasured by all those who held him dear; now, therefore, be it RESOLVED, That the House of Representatives of the 89th Texas Legislature hereby pay tribute to the memory of Don McGowan and extend sincere condolences to the members of his family: to his wife, Stephanie McGowan; to his son, Tyler McGowan, and his wife, Adriana; to his brothers, James McGowan and his wife, Jackie, Freddy McGowan and his wife, Cari, and Chris McGowan and his wife, Cathy; and to his other relatives and friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives adjourns this day, it do so in memory of Don McGowan.
