7 | 8 | | WHEREAS, A life made rich through meaningful service drew to |

9 | 10 | | on August 11, 2024, at the age of 75; and |

10 | 11 | | WHEREAS, Born in Crockett on May 4, 1949, Albert Black |
---|
11 | 12 | | graduated from Paul Quinn College in 1970; he began his career as an |
---|
12 | 13 | | elementary school teacher and principal in the Waco Independent |
---|
13 | 14 | | School District; after earning a master's degree from Prairie View |
---|
14 | 15 | | A&M University, he joined the Texas Education Agency and rose to |
---|
15 | 16 | | become a senior program director; he retired following a noteworthy |
---|
16 | 17 | | 27-year tenure, but he was soon recruited by Child Inc, Head Start; |
---|
17 | 18 | | as executive director, he guided the expansion of center capacity, |
---|
18 | 19 | | implementation of innovative programs, and formation of strategic |
---|
19 | 20 | | partnerships with local school districts, businesses, and |
---|
20 | 21 | | nonprofit groups; the organization also realized improvements in |
---|
21 | 22 | | performance measures and provided professional development |
---|
22 | 23 | | opportunities for staff; in April 2024, he was named president of |
---|
23 | 24 | | the Region VI Head Start Association Board; and |
---|
24 | 25 | | WHEREAS, Mr. Black married the former Kathy Gaither on |

25 | 26 | | April 17, 1981, and they were blessed with two children, Kaneisha |

26 | 27 | | and Elijah; eventually, his treasured family grew to include two |
---|
27 | 28 | | grandchildren, Karis and Trey; he was predeceased by his beloved |

28 | 29 | | daughter; a man of faith, he led the Men's Ministry at Mt. Zion |

29 | 30 | | Baptist Church and served as Brotherhood Ministry president for the |

30 | 31 | | St. John District Brotherhood, the Missionary Baptist General |

31 | 32 | | Convention of Texas, and the National Baptist Convention of |
---|
32 | 33 | | America; he also gave selflessly of his time and talents to mentor a |
---|
33 | 34 | | host of young men; among numerous accolades, he received a 2024 |
---|
34 | 35 | | Presidential Volunteer Service Award from the Austin Black Business |

35 | 36 | | Journal & Community News; and |

36 | 37 | | WHEREAS, Albert Black enriched the lives of innumerable |

37 | 38 | | people, and although he will be deeply missed, those he left behind |

38 | 39 | | will cherish their memories of his warmth, kindness, and |

39 | 40 | | compassion; now, therefore, be it |

40 | 41 | | RESOLVED, That the House of Representatives of the 89th Texas |

41 | 42 | | Legislature hereby pay tribute to the life of Albert Black and |

42 | 43 | | extend sincere sympathy to the members of his family: to his wife, |

43 | 44 | | Kathy Gaither Black; to his son, Elijah Black; to his |

44 | 45 | | grandchildren, Karis and Trey; and to his many other relatives and |
