67 R E S O L U T I O N
78 WHEREAS, A life made rich through meaningful service drew to
89 a close with the passing of admired educator Albert Black of Austin
910 on August 11, 2024, at the age of 75; and
1011 WHEREAS, Born in Crockett on May 4, 1949, Albert Black
1112 graduated from Paul Quinn College in 1970; he began his career as an
1213 elementary school teacher and principal in the Waco Independent
1314 School District; after earning a master's degree from Prairie View
1415 A&M University, he joined the Texas Education Agency and rose to
1516 become a senior program director; he retired following a noteworthy
1617 27-year tenure, but he was soon recruited by Child Inc, Head Start;
1718 as executive director, he guided the expansion of center capacity,
1819 implementation of innovative programs, and formation of strategic
1920 partnerships with local school districts, businesses, and
2021 nonprofit groups; the organization also realized improvements in
2122 performance measures and provided professional development
2223 opportunities for staff; in April 2024, he was named president of
2324 the Region VI Head Start Association Board; and
2425 WHEREAS, Mr. Black married the former Kathy Gaither on
2526 April 17, 1981, and they were blessed with two children, Kaneisha
2627 and Elijah; eventually, his treasured family grew to include two
2728 grandchildren, Karis and Trey; he was predeceased by his beloved
2829 daughter; a man of faith, he led the Men's Ministry at Mt. Zion
2930 Baptist Church and served as Brotherhood Ministry president for the
3031 St. John District Brotherhood, the Missionary Baptist General
3132 Convention of Texas, and the National Baptist Convention of
3233 America; he also gave selflessly of his time and talents to mentor a
3334 host of young men; among numerous accolades, he received a 2024
3435 Presidential Volunteer Service Award from the Austin Black Business
3536 Journal & Community News; and
3637 WHEREAS, Albert Black enriched the lives of innumerable
3738 people, and although he will be deeply missed, those he left behind
3839 will cherish their memories of his warmth, kindness, and
3940 compassion; now, therefore, be it
4041 RESOLVED, That the House of Representatives of the 89th Texas
4142 Legislature hereby pay tribute to the life of Albert Black and
4243 extend sincere sympathy to the members of his family: to his wife,
4344 Kathy Gaither Black; to his son, Elijah Black; to his
4445 grandchildren, Karis and Trey; and to his many other relatives and
4546 friends; and, be it further
4647 RESOLVED, That an official copy of this resolution be
4748 prepared for his family and that when the Texas House of
4849 Representatives adjourns this day, it do so in memory of Albert
4950 Black.
