| 11 | 12 | | African Americans and myriad other underserved groups, the Houston |

| 12 | 13 | | Black American Democrats facilitates voter education and |

| 13 | 14 | | participation, volunteer efforts, and leadership development; and |

| 14 | 15 | | WHEREAS, Active at the local, state, and national levels of |

| 15 | 16 | | government, H-BAD employs a year-round program to maximize its |

| 16 | 17 | | effectiveness; in addition, the organization champions candidates |
