67 R E S O L U T I O N
78 WHEREAS, The Katy community lost a beloved member with the
89 death of Paula Kay Hughes on January 8, 2025, at the age of 83; and
910 WHEREAS, Born on April 22, 1941, in Pontiac, Michigan, to
1011 Paul Ervin Stapp and Delma Kayga Stapp, the former Paula Stapp was
1112 raised with the values of love, kindness, and community; she grew up
1213 with four siblings, Judy, Tom, Richard, and Mike, and she attended
1314 St. Agnes Academy and Friendswood High School, where she graduated
1415 in 1961 and was a member of the cheerleading squad; and
1516 WHEREAS, On October 11, 1962, she exchanged vows with Fabol
1617 Hughes, and the couple shared a rewarding union that spanned more
1718 than six decades; Mrs. Hughes took great pride in their children,
1819 Robin, Melissa, Kim, and Charlie, and with the passing years, she
1920 had the pleasure of seeing her treasured family grow to include four
2021 grandchildren and a great-grandchild; and
2122 WHEREAS, Devoted to her community, Mrs. Hughes served as an
2223 ambassador of the City of Katy, and she also acted as its first lady
2324 during her husband's tenure as mayor; she was a dedicated member of
2425 the city's Parks and Recreation Board, where her contributions
2526 helped enhance the quality of life for all of the area's residents;
2627 moreover, her great concern for the well-being of children led her
2728 to support such causes as Shriners Hospitals for Children and the
2829 St. Jude Children's Research Hospital; and
2930 WHEREAS, In her leisure hours, Mrs. Hughes enjoyed cheering
3031 on the Katy Tigers football team and the Houston Astros and
3132 supporting her grandchildren at their sporting events; she also
3233 liked attending concerts and dancing, and she brightened the days
3334 of everyone around her with her vivacious personality, infectious
3435 laughter, and great compassion; and
3536 WHEREAS, Admired for her dedication to her family, to her
3637 community, and to service, Paula Hughes leaves behind a legacy that
3738 will forever be cherished by all who knew her; now, therefore, be it
3839 RESOLVED, That the House of Representatives of the 89th Texas
3940 Legislature hereby pay tribute to the life of Paula Kay Hughes and
4041 extend deepest sympathy to the members of her family: to her
4142 husband, Fabol Hughes; to her children, Robin Lange and her
4243 husband, Bruce, Melissa Watkins and her husband, Chris, Kim Hughes,
4344 and Charlie Hughes and his wife, Susie; to her grandchildren,
4445 Cooper Hughes, Brady Hughes, Ian Watkins, and Tyler Hall; to her
4546 great-grandchild, Emerson Hughes; to her sister, Judy Hollis, and
4647 her husband, Ron; and to her many other relatives and friends; and,
4748 be it further
4849 RESOLVED, That an official copy of this resolution be
4950 prepared for her family and that when the Texas House of
5051 Representatives adjourns this day, it do so in memory of Paula
5152 Hughes.
