89R25959 KRT-D By: Lujan H.R. No. 955 R E S O L U T I O N WHEREAS, Mendell D. Morgan Jr. is concluding more than a decade of service as a member of the Live Oak City Council in May 2025; and WHEREAS, Mr. Morgan was first elected to the council in 2014 as the Place 1 representative; throughout his time in office, he has played an important role in enacting local legislation, adopting budgets, and determining city policies; and WHEREAS, A native Texan, Mr. Morgan has made his home in Live Oak since 1975; he is currently the director of development for the El Progreso Memorial Library in Uvalde, and prior to that role, he served for 33 years as an assistant professor and librarian at the University of the Incarnate Word, where he is now dean emeritus; in 2024, he was named the Librarian of the Year by the Texas Library Association; active in his community, he serves with the Kiwanis Club of the Greater Randolph Area and the Humane Society of Live Oak, and he is a valued member of St. Matthew's Episcopal Church; and WHEREAS, Through his dedicated leadership and commitment to good governance, Mendell Morgan has contributed immeasurably to his community, and in so doing, he has earned the admiration and appreciation of his fellow residents; now, therefore, be it RESOLVED, That the House of Representatives of the 89th Texas Legislature hereby congratulate Mendell D. Morgan Jr. on his retirement from the Live Oak City Council and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Morgan as an expression of high regard by the Texas House of Representatives.
