8	8	AN ACT
9	9	relating to providing information to undergraduate students
10	10	regarding certain fixed or flat tuition rates provided by certain
11	11	public institutions of higher education.
12	12	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
13	13	SECTION 1. Section 54.016, Education Code, is amended by
14	14	adding Subsection (d) to read as follows:
15	15	(d) A general academic teaching institution that offers a
16	16	fixed tuition rate program under this section shall provide
17	17	information explaining the effect of the program on the calculation
18	18	of a student's cost per credit hour, including the institution's
19	19	current fixed tuition rate, and clearly describing the amount of
20	20	tuition a student would pay for varying course loads covered by the
21	21	program:
22	22	(1) to each transferring undergraduate student, at the
23	23	time the student is offered the opportunity to participate in the
24	24	institution's fixed tuition rate program;
25	25	(2) for a student enrolled in the institution's fixed
26	26	tuition rate program, in materials or correspondence provided to
27	27	the student each time the student registers for a semester or other
28	28	term and in each tuition billing statement;
29	29	(3) on the institution's Internet website; and
30	30	(4) in any financial aid information provided to
31	31	students.
32	32	SECTION 2. Section 54.017, Education Code, is amended by
33	33	adding Subsection (h) to read as follows:
34	34	(h) An institution to which this section applies shall
35	35	provide information explaining the effect of the fixed tuition
36	36	price plan on the calculation of a student's cost per credit hour,
37	37	including the institution's current fixed tuition rate, and clearly
38	38	describing the amount of tuition a student would pay for varying
39	39	course loads covered by the plan:
40	40	(1) to each entering undergraduate student, at the
41	41	time the student is offered the opportunity to participate in the
42	42	institution's fixed tuition price plan;
43	43	(2) for a student enrolled in the institution's fixed
44	44	tuition price plan, in materials or correspondence provided to the
45	45	student each time the student registers for a semester or other term
46	46	and in each tuition billing statement;
47	47	(3) on the institution's Internet website; and
48	48	(4) in any financial aid information provided to
49	49	students.
50	50	SECTION 3. Subchapter A, Chapter 54, Education Code, is
51	51	amended by adding Section 54.018 to read as follows:
52	52	Sec. 54.018. FLAT-RATE TUITION PLAN. (a) In this section,
53	53	"institution of higher education" has the meaning assigned by
54	54	Section 61.003.
55	55	(b) An institution of higher education that offers a
56	56	flat-rate tuition plan under which the institution charges a
57	57	student for a specified number of credit hours regardless of the
58	58	number of credit hours in which the student enrolls shall provide
59	59	information explaining the effect of the flat-rate tuition plan on
60	60	the calculation of a student's cost per credit hour, including the
61	61	institution's current flat rate of tuition, and clearly describing
62	62	the amount of tuition a student would pay for varying course loads
63	63	covered by the plan:
64	64	(1) to each entering undergraduate student;
65	65	(2) in materials or correspondence provided to the
66	66	student each time the student registers for a semester or other term
67	67	and in each tuition billing statement;
68	68	(3) on the institution's Internet website; and
69	69	(4) in any financial aid information provided to
70	70	students.
71	71	SECTION 4. This Act takes effect September 1, 2025.
