77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to providing information to undergraduate students
1010 regarding certain fixed or flat tuition rates provided by certain
1111 public institutions of higher education.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 54.016, Education Code, is amended by
1414 adding Subsection (d) to read as follows:
1515 (d) A general academic teaching institution that offers a
1616 fixed tuition rate program under this section shall provide
1717 information explaining the effect of the program on the calculation
1818 of a student's cost per credit hour, including the institution's
1919 current fixed tuition rate, and clearly describing the amount of
2020 tuition a student would pay for varying course loads covered by the
2121 program:
2222 (1) to each transferring undergraduate student, at the
2323 time the student is offered the opportunity to participate in the
2424 institution's fixed tuition rate program;
2525 (2) for a student enrolled in the institution's fixed
2626 tuition rate program, in materials or correspondence provided to
2727 the student each time the student registers for a semester or other
2828 term and in each tuition billing statement;
2929 (3) on the institution's Internet website; and
3030 (4) in any financial aid information provided to
3131 students.
3232 SECTION 2. Section 54.017, Education Code, is amended by
3333 adding Subsection (h) to read as follows:
3434 (h) An institution to which this section applies shall
3535 provide information explaining the effect of the fixed tuition
3636 price plan on the calculation of a student's cost per credit hour,
3737 including the institution's current fixed tuition rate, and clearly
3838 describing the amount of tuition a student would pay for varying
3939 course loads covered by the plan:
4040 (1) to each entering undergraduate student, at the
4141 time the student is offered the opportunity to participate in the
4242 institution's fixed tuition price plan;
4343 (2) for a student enrolled in the institution's fixed
4444 tuition price plan, in materials or correspondence provided to the
4545 student each time the student registers for a semester or other term
4646 and in each tuition billing statement;
4747 (3) on the institution's Internet website; and
4848 (4) in any financial aid information provided to
4949 students.
5050 SECTION 3. Subchapter A, Chapter 54, Education Code, is
5151 amended by adding Section 54.018 to read as follows:
5252 Sec. 54.018. FLAT-RATE TUITION PLAN. (a) In this section,
5353 "institution of higher education" has the meaning assigned by
5454 Section 61.003.
5555 (b) An institution of higher education that offers a
5656 flat-rate tuition plan under which the institution charges a
5757 student for a specified number of credit hours regardless of the
5858 number of credit hours in which the student enrolls shall provide
5959 information explaining the effect of the flat-rate tuition plan on
6060 the calculation of a student's cost per credit hour, including the
6161 institution's current flat rate of tuition, and clearly describing
6262 the amount of tuition a student would pay for varying course loads
6363 covered by the plan:
6464 (1) to each entering undergraduate student;
6565 (2) in materials or correspondence provided to the
6666 student each time the student registers for a semester or other term
6767 and in each tuition billing statement;
6868 (3) on the institution's Internet website; and
6969 (4) in any financial aid information provided to
7070 students.
7171 SECTION 4. This Act takes effect September 1, 2025.
