7	7	AN ACT
8	8	relating to consolidating certain nonresident hunting licenses.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Section 41.003(b), Parks and Wildlife Code, is
11	11	amended to read as follows:
12	12	(b) An agreement must provide that a resident of the border
13	13	state who has a sport fishing license or a hunting license issued by
14	14	the border state may fish or hunt migratory waterfowl on rivers and
15	15	lakes of the common border, and a Texas resident holding a Texas
16	16	license is extended equal privileges. A person who holds a
17	17	nonresident sport fishing license or a nonresident general hunting
18	18	license issued by this state or a border state may be extended the
19	19	same privileges as those extended a resident license holder under
20	20	this subsection.
21	21	SECTION 2. Sections 42.005(a), (b), and (e), Parks and
22	22	Wildlife Code, are amended to read as follows:
23	23	(a) No nonresident in this state may hunt a mule deer,
24	24	white-tailed deer, turkey, pronghorn antelope, [or] desert bighorn
25	25	sheep, or alligator in this state without first having acquired a
26	26	nonresident general [nonresident] hunting license.
27	27	(b) Except as provided by Subsection (f), no nonresident may
28	28	hunt any bird or animal in this state without first having acquired
29	29	a nonresident general [nonresident] hunting license[, a
30	30	nonresident special hunting license,] or a nonresident five-day
31	31	[special] hunting license.
32	32	(e) A nonresident may not acquire or possess during a
33	33	license year[:
34	34	[(1)] more than one nonresident general [spring
35	35	turkey] hunting license[; or
36	36	[(2) a general nonresident hunting license and a
37	37	nonresident spring turkey hunting license].
38	38	SECTION 3. Section 42.0141, Parks and Wildlife Code, is
39	39	amended to read as follows:
40	40	Sec. 42.0141. NONRESIDENT GENERAL [NONRESIDENT] HUNTING
41	41	LICENSE FEE. The fee for a nonresident general [nonresident]
42	42	hunting license is $100.75 or an amount set by the commission,
43	43	whichever amount is more.
44	44	SECTION 4. Section 42.0143, Parks and Wildlife Code, is
45	45	amended to read as follows:
46	46	Sec. 42.0143. NONRESIDENT FIVE-DAY [SPECIAL] HUNTING
47	47	LICENSE. (a) A nonresident five-day hunting license is not valid
48	48	for a mule deer, white-tailed deer, turkey, pronghorn antelope,
49	49	desert bighorn sheep, or alligator.
50	50	(b) A nonresident five-day [special] hunting license is
51	51	valid for five consecutive days.
52	52	(c) A nonresident may acquire multiple nonresident five-day
53	53	hunting licenses during a license year.
54	54	(d) The fee for a nonresident five-day hunting [the] license
55	55	is set by the commission in an amount not to exceed 50 percent of the
56	56	amount of the fee set for a nonresident general [special] hunting
57	57	license.
58	58	SECTION 5. Section 42.0175(a), Parks and Wildlife Code, is
59	59	amended to read as follows:
60	60	(a) A license issued under this chapter, other than a
61	61	lifetime resident hunting license or a nonresident five-day
62	62	[special] hunting license, is valid only during the yearly period
63	63	for which the license is issued without regard to the date on which
64	64	a license is acquired. Each yearly period begins on September 1 or
65	65	on another date set by the commission and extends through August 31
66	66	of the next year or another date set by the commission. A license
67	67	issued under this chapter other than a nonresident five-day
68	68	[special] hunting license that is issued before September 1 or
69	69	another date set by the commission and does not expire until August
70	70	31 of the next year or another date set by the commission is valid
71	71	from the date of issuance through August 31 of the following year or
72	72	another date set by the commission. The commission by rule may set
73	73	the amount of a license fee for a license issued during a transition
74	74	period at an amount lower than prescribed in this chapter and
75	75	provide for a license term for a transition period that is shorter
76	76	or longer than a year.
77	77	SECTION 6. Section 42.022(c), Parks and Wildlife Code, is
78	78	amended to read as follows:
79	79	(c) This section does not apply to the acquisition and
80	80	possession by a nonresident of more than one nonresident hunting
81	81	license if the nonresident does not acquire or possess during a
82	82	license year[:
83	83	[(1)] more than one nonresident[:
84	84	[(A)] general hunting license[; or
85	85	[(B) spring turkey hunting license; or
86	86	[(2) both a nonresident general hunting license and a
87	87	nonresident spring turkey hunting license].
88	88	SECTION 7. The following provisions of the Parks and
89	89	Wildlife Code are repealed:
90	90	(1) Section 42.005(d);
91	91	(2) Section 42.014;
92	92	(3) Section 42.0142; and
93	93	(4) Section 42.0144.
94	94	SECTION 8. This Act takes effect September 1, 2025.
