| 10 | 10 | | management in connection with prescription contraceptive devices. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 1369.1031, Insurance Code, is amended by |
|---|
| 13 | 13 | | adding Subsections (e) and (f) to read as follows: |
|---|
| 14 | 14 | | (e) A health benefit plan that provides benefits for forms |
|---|
| 15 | 15 | | of contraception approved by the United States Food and Drug |
|---|
| 16 | 16 | | Administration must provide coverage of evidence-based anxiety and |
|---|
| 17 | 17 | | pain management related to the insertion and removal of |
|---|
| 18 | 18 | | contraception, including: |
|---|
| 19 | 19 | | (1) prescription antianxiety medication; |
|---|
| 20 | 20 | | (2) minimal and moderate sedation; |
|---|
| 21 | 21 | | (3) local anesthesia; |
|---|
| 22 | 22 | | (4) topical anesthetics; and |
|---|
| 23 | 23 | | (5) paracervical blocks. |
|---|
| 24 | 24 | | (f) The coverage described by Subsection (e) is not subject |
|---|
| 25 | 25 | | to a cost-sharing requirement, including a deductible or |
|---|
| 26 | 26 | | coinsurance, utilization review, or step therapy, or any other |
|---|
| 27 | 27 | | restriction or delay on coverage. |
|---|
| 28 | 28 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 29 | 29 | | to a health benefit plan that is delivered, issued for delivery, or |
|---|
| 30 | 30 | | renewed on or after January 1, 2026. |
|---|
| 31 | 31 | | SECTION 3. This Act takes effect September 1, 2025. |
|---|
