 A BILL TO BE ENTITLED
 AN ACT
 relating to health benefit plan coverage of anxiety and pain
 management in connection with prescription contraceptive devices.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 1369.1031, Insurance Code, is amended by
 adding Subsections (e) and (f) to read as follows:
 (e)  A health benefit plan that provides benefits for forms
 of contraception approved by the United States Food and Drug
 Administration must provide coverage of evidence-based anxiety and
 pain management related to the insertion and removal of
 contraception, including:
 (1)  prescription antianxiety medication;
 (2)  minimal and moderate sedation;
 (3)  local anesthesia;
 (4)  topical anesthetics; and
 (5)  paracervical blocks.
 (f)  The coverage described by Subsection (e) is not subject
 to a cost-sharing requirement, including a deductible or
 coinsurance, utilization review, or step therapy, or any other
 restriction or delay on coverage.
 SECTION 2.  The change in law made by this Act applies only
 to a health benefit plan that is delivered, issued for delivery, or
 renewed on or after January 1, 2026.
 SECTION 3.  This Act takes effect September 1, 2025.
