159 relating to the name, rights, powers, and privileges of the Cedar
1610 Port Navigation and Improvement District.
1711 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1812 SECTION 1. The heading to Chapter 3854, Special District
1913 Local Laws Code, is amended to read as follows:
2014 CHAPTER 3854. CEDAR PORT NAVIGATION AND IMPROVEMENT DISTRICT
2115 [CHAMBERS COUNTY IMPROVEMENT DISTRICT NO. 1]
2216 SECTION 2. Section 3854.001(3), Special District Local Laws
2317 Code, is amended to read as follows:
2418 (3) "District" means the Cedar Port Navigation and
2519 Improvement District [Chambers County Improvement District No. 1].
2620 SECTION 3. Section 3854.002, Special District Local Laws
2721 Code, is amended to read as follows:
2822 Sec. 3854.002. NATURE OF DISTRICT. A special district
2923 known as the "Cedar Port Navigation and Improvement District"
3024 ["Chambers County Improvement District No. 1"] is a political
3125 subdivision of this state.
3226 SECTION 4. Section 3854.151, Special District Local Laws
3327 Code, is amended to read as follows:
34- Sec. 3854.151. GENERAL POWERS. The district has:

4539 districts by:
4640 (A) [Subchapters E and M,] Chapter 60, Water

4842 (B) Sections [Section] 61.116 and 62.118, Water
4943 Code; and
5044 (3) all the powers granted to municipal management
5145 districts under Sections 375.092 and 375.111, Local Government
5246 Code, to provide any services or for any project the district is
5347 authorized to acquire, construct, or improve under this chapter.
54- SECTION 5. Subchapter D, Chapter 3854, Special District
55- Local Laws Code, is amended by adding Section 3854.1515 to read as
56- follows:
57- Sec. 3854.1515. ACTING AS NONFEDERAL SPONSOR. If authorized
58- by the United States, notwithstanding Section 60.033, Water Code,
59- or any other state law, the district may exercise all rights,
60- powers, and privileges necessary to allow the district to act as a
61- nonfederal sponsor under a federal project partnership agreement,
62- including by operating barges, engaging in dredging, and engaging
63- in related maritime operations on water that is not in the territory
64- of the district.
65- SECTION 6. Section 3854.153, Special District Local Laws
48+ (b) Section 60.033, Water Code, does not apply to the
49+ district.

6752 Sec. 3854.153. AUTHORITY TO ACQUIRE INTEREST IN LAND. The
6853 district may acquire any interest in land in accordance with

8671 to the notice, introduction, and passage of this Act are fulfilled
8772 and accomplished.
88- SECTION 8. This Act takes effect immediately if it receives
