611 A BILL TO BE ENTITLED
712 AN ACT
813 relating to annual statistical reports for fixing title insurance
914 premium rates.
1015 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1116 SECTION 1. Section 2703.153, Insurance Code, is amended by
12- adding Subsections (a-1), (c-1), and (c-2) to read as follows:

1318 (a-1) The department shall issue a call for the statistical
1419 report data required under Subsection (a):
1520 (1) to each title insurance agent, not later than
1621 March 1 of each year for a statistical report due to the department
1722 on May 1; and
1823 (2) to each title insurance company, not later than
1924 April 1 of each year for a statistical report due to the department
2025 on June 1.
2126 (c-1) The department shall publish on the department's
2227 Internet website a compilation report summarizing the statistical
2328 reports submitted under Subsection (a):
2429 (1) from all title insurance agents, not later than
2530 October 1 of each year; and
2631 (2) from all title insurance companies, not later than
2732 November 1 of each year.
28- (c-2) The compilation report required by Subsection (c-1)
29- shall include the loss experience, expenses of operation, premiums,
30- and other material matters submitted under Subsection (a).
3133 SECTION 2. The changes in law made by this Act apply only to
3234 a statistical report filed on or after January 1, 2026.
3335 SECTION 3. This Act takes effect September 1, 2025.
