 A BILL TO BE ENTITLED
 AN ACT
 relating to coordination between teaching hospitals and medical
 schools regarding student field-based experience placements and to
 preference in those placements.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter C, Chapter 61, Education Code, is
 amended by adding Section 61.09097 to read as follows:
 Sec. 61.09097.  COORDINATION OF CLERKSHIPS OR CLINICAL
 ROTATIONS REQUIRED. (a) In this section:
 (1)  "Hospital" has the meaning assigned by Section
 241.003, Health and Safety Code.
 (2)  "Medical school" has the meaning assigned by
 Section 58A.001.
 (b)  The board by rule shall:
 (1)  require a medical school to coordinate with a
 hospital that serves as a teaching hospital for the medical school
 through a written agreement regarding placement of the school's
 students in required field-based experience positions with the
 hospital, such as clerkships or clinical rotations; and
 (2)  establish a form for use in entering into a written
 agreement under Subdivision (1).
 SECTION 2.  Subchapter A, Chapter 241, Health and Safety
 Code, is amended by adding Section 241.014 to read as follows:
 Sec. 241.014.  PLACEMENT OF STUDENT IN CLERKSHIP OR CLINICAL
 ROTATION. (a) In this section, "medical school" has the meaning
 assigned by Section 58A.001, Education Code.
 (b)  A teaching hospital may not charge to a person who is not
 a resident of this state a fee for providing a placement in a
 field-based experience position, such as a clerkship or clinical
 rotation, in an amount that exceeds the amount the hospital charges
 to a resident of this state for the placement.
 (c)  A hospital shall give priority for placement of a
 qualified student in a field-based experience position, such as a
 clerkship or clinical rotation, in the following order:
 (1)  a resident of the hospital's community;
 (2)  a resident of this state; and
 (3)  a student who is not a resident of this state.
 (d)  The executive commissioner by rule shall:
 (1)  require a teaching hospital to coordinate with a
 medical school through a written agreement regarding placement with
 the hospital of the school's students in required field-based
 experience positions, such as clerkships or clinical rotations, in
 the manner described in Section 61.09097, Education Code; and
 (2)  establish guidelines and procedures for
 prioritizing students for clerkships or clinical rotations as
 provided by Subsection (c).
 SECTION 3.  Section 61.09097, Education Code, and Section
 241.014, Health and Safety Code, as added by this Act, apply
 beginning with medical student placements in field-based
 experience positions for the 2026-2027 academic year.
 SECTION 4.  This Act takes effect September 1, 2025.
