88 AN ACT
99 relating to the requirements for issuance of a supplemental
1010 bilingual education teaching certificate.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter B, Chapter 21, Education Code, is
1313 amended by adding Section 21.04895 to read as follows:
1414 Sec. 21.04895. REQUIREMENTS FOR BILINGUAL EDUCATION
1515 SUPPLEMENTAL CERTIFICATION. (a) The board shall propose rules to
1616 ensure that in issuing the teaching certificates appropriate for
1717 bilingual education instruction in accordance with Section
1818 29.061(a), the board issues bifurcated supplemental certificates
1919 in bilingual education instruction that, combined with a teacher's
2020 primary certificate, certify the teacher to provide bilingual
2121 education instruction to students in sixth grade and below or
2222 students in 7th through 12th grade, as applicable. The bifurcated
2323 supplemental certificates must be tailored to providing bilingual
2424 education instruction in the applicable grades to which the
2525 teacher's primary certificate applies.
2626 (b) The rules proposed by the board shall allow a person
2727 seeking certification described by Subsection (a) who fails to
2828 perform satisfactorily on the required Bilingual Target Language
2929 Proficiency Test to:
3030 (1) retake only the sections of the test that include
3131 the domains on which the person failed to perform satisfactorily;
3232 and
3333 (2) during a retake of the test described by
3434 Subdivision (1), demonstrate the person's language proficiency
3535 through the completion of fewer components, including eliminating a
3636 component that requires the preparation of a lesson plan for a
3737 person who fails to perform satisfactorily on a domain requiring
3838 completion of that component.
3939 SECTION 2. As soon as practicable after the effective date
4040 of this Act, the State Board for Educator Certification shall
4141 propose rules prescribing the requirements for a supplemental
4242 educator certification in bilingual education instruction as
4343 provided by Section 21.04895, Education Code, as added by this Act.
4444 SECTION 3. This Act takes effect September 1, 2025.
