89R8385 RDR-D By: Hinojosa of Hidalgo S.B. No. 2672 A BILL TO BE ENTITLED AN ACT relating to the requirements for issuance of a supplemental bilingual education teaching certificate. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter B, Chapter 21, Education Code, is amended by adding Section 21.04895 to read as follows: Sec. 21.04895. REQUIREMENTS FOR BILINGUAL EDUCATION SUPPLEMENTAL CERTIFICATION. (a) The board shall propose rules to ensure that in issuing the teaching certificates appropriate for bilingual education instruction in accordance with Section 29.061(a), the board issues bifurcated supplemental certificates in bilingual education instruction that, combined with a teacher's primary certificate, certify the teacher to provide bilingual education instruction to students in sixth grade and below or students in 7th through 12th grade, as applicable. The bifurcated supplemental certificates must be tailored to providing bilingual education instruction in the applicable grades to which the teacher's primary certificate applies. (b) The rules proposed by the board shall allow a person seeking certification described by Subsection (a) who fails to perform satisfactorily on the required Bilingual Target Language Proficiency Test to: (1) retake only the sections of the test that include the domains on which the person failed to perform satisfactorily; and (2) during a retake of the test described by Subdivision (1), demonstrate the person's language proficiency through the completion of fewer components, including eliminating a component that requires the preparation of a lesson plan for a person who fails to perform satisfactorily on a domain requiring completion of that component. SECTION 2. As soon as practicable after the effective date of this Act, the State Board for Educator Certification shall propose rules prescribing the requirements for a supplemental educator certification in bilingual education instruction as provided by Section 21.04895, Education Code, as added by this Act. SECTION 3. This Act takes effect September 1, 2025.
