88 AN ACT
99 relating to a report by the Public Utility Commission of Texas on
1010 disconnections of residential retail electric service.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter B, Chapter 17, Utilities Code, is
1313 amended by adding Section 17.054 to read as follows:
1414 Sec. 17.054. SUMMER RESIDENTIAL SERVICE DISCONNECTION
1515 REPORT. (a) Not later than June 1 of each year, the commission
1616 shall create and publish on the commission's Internet website a
1717 report of the total number of residential customers of retail
1818 electric service in this state whose accounts are disconnected for
1919 nonpayment of bills as of the date of the report. Until September
2020 30 of each year, the commission shall update the report at least
2121 weekly to show the total number of residential customers of retail
2222 electric service whose accounts are disconnected for nonpayment of
2323 bills at the time of the update.
2424 (b) The commission by rule may require any entity under the
2525 commission's jurisdiction that provides retail electric service to
2626 a residential customer and any other market participant under the
2727 commission's jurisdiction to submit to the commission information
2828 necessary for the commission to comply with Subsection (a). The
2929 rules must prescribe the nature and detail of the required
3030 information.
3131 SECTION 2. The Public Utility Commission of Texas shall
3232 publish the first report required under Section 17.054, Utilities
3333 Code, as added by this Act, not later than June 1, 2026.
3434 SECTION 3. This Act takes effect September 1, 2025.
