89R116 CXP-D By: Hinojosa of Hidalgo S.B. No. 426 A BILL TO BE ENTITLED AN ACT relating to a report by the Public Utility Commission of Texas on disconnections of residential retail electric service. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter B, Chapter 17, Utilities Code, is amended by adding Section 17.054 to read as follows: Sec. 17.054. SUMMER RESIDENTIAL SERVICE DISCONNECTION REPORT. (a) Not later than June 1 of each year, the commission shall create and publish on the commission's Internet website a report of the total number of residential customers of retail electric service in this state whose accounts are disconnected for nonpayment of bills as of the date of the report. Until September 30 of each year, the commission shall update the report at least weekly to show the total number of residential customers of retail electric service whose accounts are disconnected for nonpayment of bills at the time of the update. (b) The commission by rule may require any entity under the commission's jurisdiction that provides retail electric service to a residential customer and any other market participant under the commission's jurisdiction to submit to the commission information necessary for the commission to comply with Subsection (a). The rules must prescribe the nature and detail of the required information. SECTION 2. The Public Utility Commission of Texas shall publish the first report required under Section 17.054, Utilities Code, as added by this Act, not later than June 1, 2026. SECTION 3. This Act takes effect September 1, 2025.
