714 AN ACT
815 relating to a Texas Education Agency database of school district
9- and open-enrollment charter school bonds, taxes, and bond-related
10- projects.

1117 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1218 SECTION 1. Subchapter E, Chapter 45, Education Code, is
1319 amended by adding Section 45.114 to read as follows:
1420 Sec. 45.114. BOND, TAX, AND PROJECT DATABASE. (a) In this
1521 section:
1622 (1) "Bond" means a bond described by Section 45.001.
17- (2) "Charter district" means an open-enrollment
18- charter school designated as a charter district under Section
19- 12.135.
20- (3) "Database" means the database established under

22- (4) "Maintenance tax" means a tax described by Section

2427 (b) The agency shall develop and maintain a database that
25- includes current information regarding school district or
26- open-enrollment charter school, including charter district, bonds,

2830 (1) for each bond planned, proposed, or issued by a
2931 school district:
3032 (A) the language of the ballot proposition under
3133 Section 45.003(b);
3234 (B) the projected interest and sinking fund tax
3335 rate associated with a proposed bond;
3436 (C) the result of an election held for the
3537 purpose of issuing a proposed bond;
3638 (D) a list of the projects to be funded using the
3739 bond;
3840 (E) an accounting of the use of the proceeds of
3941 any issued bond, including descriptions of any projects paid for
4042 with the proceeds;
4143 (F) other data related to capital projects, such
4244 as new or renovated facilities, funded wholly or partly using the
4345 bond, including data regarding funding sources for the projects,
4446 project costs, project budget, and project size; and
4547 (G) any increase in the interest and sinking fund
4648 tax rate resulting from issued bonds;
47- (2) for each bond issued for an open-enrollment
48- charter school, including a charter district:
49- (A) a list of the projects to be funded using the
50- bond; and
51- (B) an accounting of the use of the proceeds of
52- any issued bond, including descriptions of any projects paid for
53- with the proceeds;
54- (3) for maintenance taxes that have been levied or

5550 proposed by a school district:
5651 (A) each school district's proposed or approved
5752 tax rate; and
5853 (B) the language of the ballot proposition under
5954 Section 45.003(d);
60- (4) the results of any election held under Section

6156 26.08, Tax Code, including the ad valorem tax rate proposed by the
6257 school district for purposes of the election;
63- (5) a report generation function to allow the agency

6459 to generate reports of the information described by Subdivisions
65- (1), (2), and (3), as applicable, for each school district and
66- open-enrollment charter school, including a charter district,
67- disaggregated by geographic area; and
68- (6) a function that allows for the proposal of updates

61+ area; and
62+ (5) a function that allows for the proposal of updates
6963 or corrections to the information included in the database.
70- (c) A school district or open-enrollment charter school,
71- including a charter district, shall provide the agency with the
72- information described by Subsections (b)(1) through (4) and any

7366 other information requested by the agency for the purpose of

7568 (d) The agency may contract with a third party as necessary
7669 for the development or maintenance of the database under this

7871 (e) The commissioner may adopt rules as necessary to
7972 implement this section.
80- SECTION 2. The Texas Education Agency is required to
81- implement a provision of this Act only if the legislature
82- appropriates money specifically for that purpose. If the
83- legislature does not appropriate money specifically for that
84- purpose, the agency may, but is not required to, implement a
85- provision of this Act using other money available for that purpose.
86- SECTION 3. This Act takes effect September 1, 2025.
