7	7	CONCURRENT RESOLUTION
8	8	WHEREAS, The National Life Monument celebrates the miracle of
9	9	life and the women at the center of that miracle; and
10	10	WHEREAS, Sculpted by artist Timothy Schmalz, the bronze
11	11	sculpture depicts a mother with an unborn child cradled in a
12	12	world-shaped womb; and
13	13	WHEREAS, The eight-foot bronze statue was permanently
14	14	installed at the Church of San Marcello al Corso in Rome in May
15	15	2022, and after a tour of the U.S., the original Life Monument was
16	16	installed at the Theological College in Washington, D.C.; and
17	17	WHEREAS, Under Chapter 443, Government Code, and rules of the
18	18	State Preservation Board, a portion of the north Capitol grounds is
19	19	available for new monuments, subject to legislative approval,
20	20	specified procedural requirements, the provision of funding from
21	21	private donors, conformity to certain size and design limitations
22	22	and parameters, and completion on a timely basis; and
23	23	WHEREAS, A replica of the monument on the Capitol grounds
24	24	would provide a communal place for Texans to celebrate the beauty of
25	25	human life; now, therefore, be it
26	26	RESOLVED, That the 89th Legislature of the State of Texas
27	27	hereby authorize the State Preservation Board, subject to state law
28	28	and rules of the board, to approve the construction of a replica of
29	29	the National Life Monument at the State Capitol Complex, at a site
30	30	outside of the historic Capitol grounds; and, be it further
31	31	RESOLVED, That the Texas secretary of state forward an
32	32	official copy of this resolution to the executive director of the
33	33	State Preservation Board.
