9+ SENATE JOINT RESOLUTION
710 proposing a constitutional amendment clarifying that a voter must
811 be a United States citizen.
912 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1013 SECTION 1. Section 1(a), Article VI, Texas Constitution, is
1114 amended to read as follows:
1215 (a) The following classes of persons shall not be allowed to
1316 vote in this State:
1417 (1) persons under 18 years of age;
1518 (2) persons who have been determined mentally
1619 incompetent by a court, subject to such exceptions as the
1720 Legislature may make; [and]
1821 (3) persons convicted of any felony, subject to such
1922 exceptions as the Legislature may make; and
2023 (4) persons who are not citizens of the United States.
2124 SECTION 2. This proposed constitutional amendment shall be
2225 submitted to the voters at an election to be held November 4, 2025.
2326 The ballot shall be printed to permit voting for or against the
2427 proposition: "The constitutional amendment clarifying that a voter
2528 must be a United States citizen."
