9 | 12 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 13 | | SECTION 1. Section 1(a), Article VI, Texas Constitution, is |
---|
11 | 14 | | amended to read as follows: |
---|
12 | 15 | | (a) The following classes of persons shall not be allowed to |
---|
13 | 16 | | vote in this State: |
---|
14 | 17 | | (1) persons under 18 years of age; |
---|
15 | 18 | | (2) persons who have been determined mentally |
---|
16 | 19 | | incompetent by a court, subject to such exceptions as the |
---|
17 | 20 | | Legislature may make; [and] |
---|
18 | 21 | | (3) persons convicted of any felony, subject to such |
---|
19 | 22 | | exceptions as the Legislature may make; and |
---|
20 | 23 | | (4) persons who are not citizens of the United States. |
---|
21 | 24 | | SECTION 2. This proposed constitutional amendment shall be |
---|
22 | 25 | | submitted to the voters at an election to be held November 4, 2025. |
---|
23 | 26 | | The ballot shall be printed to permit voting for or against the |
---|
24 | 27 | | proposition: "The constitutional amendment clarifying that a voter |
---|
25 | 28 | | must be a United States citizen." |
---|
