2	8		WHEREAS, The Senate of the State of Texas is pleased to
3	9		recognize the Eleventh Court of Appeals on the occasion of the
4	10		court's centennial; and
5	11		WHEREAS, In 1925, the Texas Legislature established the
6	12		Eleventh Supreme Judicial District and its corresponding court
7	13		of civil appeals through Senate Bill 189 authored by Senator Carl
8	14		C. Hardin; the court began its work on May 1, 1925, and served an
9	15		initial jurisdiction of 19 counties; and
10	16		WHEREAS, Governor Miriam Ferguson appointed William
11	17		Pannill as the district's first chief justice with John Littler
12	18		and T.B. Ridgell as associate justices, which initiated a
13	19		tradition of judicial excellence in the region that has endured
14	20		for a century and continues today under the guidance of Chief
15	21		Justice John M. Bailey, Justice W. Stacy Trotter, and Justice
16	22		Bruce Williams; and
17	23		WHEREAS, Texas courts of civil appeals were granted
18	24		appellate criminal jurisdiction and recognized as courts of
19	25		appeals in 1981; the Eleventh Court of Appeals now serves 28
20	26		counties, and the Eastland County Courthouse is proud to serve as
21	27		the location of the court; and
22	28		WHEREAS, Throughout its history, the Eleventh Court of
23	29		Appeals has played a vital role in upholding the rule of law in
24	30		Texas and has exemplified the highest ideals of fairness,
25	31		diligence, and service to its district, and its contributions to
26	32		the state's judicial system are indeed worthy of recognition;
27	33		now, therefore, be it
28	34		RESOLVED, That the Senate of the State of Texas, 89th
29	35		Legislature, hereby commend the distinguished justices and staff
30	36		who have served on the Eleventh Court of Appeals during its 100
31	37		years of existence and honor the court's dedication to the
32	38		administration of jurisprudence in the State of Texas; and, be it
33	39		further
34	40		RESOLVED, That a copy of this Resolution be prepared in
35	41		honor of this special occasion.
