SENATE RESOLUTION NO. 446 WHEREAS, The Senate of the State of Texas is pleased to recognize the Eleventh Court of Appeals on the occasion of the court's centennial; and WHEREAS, In 1925, the Texas Legislature established the Eleventh Supreme Judicial District and its corresponding court of civil appeals through Senate Bill 189 authored by Senator Carl C. Hardin; the court began its work on May 1, 1925, and served an initial jurisdiction of 19 counties; and WHEREAS, Governor Miriam Ferguson appointed William Pannill as the district's first chief justice with John Littler and T.B. Ridgell as associate justices, which initiated a tradition of judicial excellence in the region that has endured for a century and continues today under the guidance of Chief Justice John M. Bailey, Justice W. Stacy Trotter, and Justice Bruce Williams; and WHEREAS, Texas courts of civil appeals were granted appellate criminal jurisdiction and recognized as courts of appeals in 1981; the Eleventh Court of Appeals now serves 28 counties, and the Eastland County Courthouse is proud to serve as the location of the court; and WHEREAS, Throughout its history, the Eleventh Court of Appeals has played a vital role in upholding the rule of law in Texas and has exemplified the highest ideals of fairness, diligence, and service to its district, and its contributions to the state's judicial system are indeed worthy of recognition; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 89th Legislature, hereby commend the distinguished justices and staff who have served on the Eleventh Court of Appeals during its 100 years of existence and honor the court's dedication to the administration of jurisprudence in the State of Texas; and, be it further RESOLVED, That a copy of this Resolution be prepared in honor of this special occasion.
