7+ SENATE RESOLUTION
58 WHEREAS, The Senate of the State of Texas joins the
69 citizens of Dallas in mourning the loss of Edna Belle Pemberton,
710 who died April 13, 2025, at the age of 81; and
811 WHEREAS, Edna was born in Chicago on March 27, 1944, as the
912 youngest of nine children; after losing her mother and growing up
1013 in the foster care system from a young age, Edna was led to a life
1114 of service, and she went on to commit much of her time, energy,
1215 and talents as a tireless advocate for positive change, a voice
1316 for her community, and a force for good; and
1417 WHEREAS, Edna met the love of her life, the late DarNell
1518 Pemberton, while attending church as a teenager in Chicago, and
1619 they married on September 19, 1964; Edna and DarNell were blessed
1720 with four daughters, and throughout more than four decades
1821 together, they built a rewarding partnership founded on
1922 boundless love and their dedication to serving their family and
2023 community; they went on to adopt and help raise eight of her
2124 nieces, nephews, and young relatives, and their family of 14
2225 resided in California before relocating to Dallas and settling in
2326 the Oak Cliff neighborhood; and
2427 WHEREAS, An exemplary citizen, Edna was respected for her
2528 numerous accomplishments and for her work in addressing
2629 inequities in southern Dallas; she began her career by working as
2730 a stockroom employee at Kmart and advanced into management
2831 positions, and she led various supply drives and community
2932 initiatives through her role with the company; her positive
3033 impact on the city and her fellow residents and neighbors
3134 included her efforts to enact a youth curfew to improve safety
3235 and crime, to extend bus lines for residents to access necessary
3336 services, and to save and revitalize the Southwest Center Mall,
3437 formerly the Red Bird Mall, in Dallas; and
3538 WHEREAS, Mrs. P, as she was affectionately known to many,
3639 was active in numerous local organizations, including the Dallas
3740 Chapter NAACP, the Martin Luther King Center, and Camp Wisdom
3841 Now; she was a founder of Positively Oak Cliff, a nonprofit
3942 coalition of entrepreneurs and community leaders, and she served
4043 as a voter registrar and precinct chair in her local precinct;
4144 she was the recipient of numerous accolades, including several
4245 Governors' awards for her contributions to her community, and she
4346 was honored to serve as a torchbearer in Dallas ahead of the 1996
4447 Olympic Games in Atlanta; and
4548 WHEREAS, A role model of compassion and resilience, Edna
4649 was a friend to all and a mother-figure and mentor to many; she
4750 practiced her faith in her daily life, and she was an active and
4851 longtime member and community leader of Concord Missionary
4952 Baptist Church; her passion for helping others and her dedication
5053 to her Oak Cliff community made a lasting difference in the lives
5154 of innumerable people in their times of need and who were
5255 experiencing such challenges as natural disasters and financial
5356 struggles; and
5457 WHEREAS, Although Edna found immense fulfillment in her
5558 role as a community volunteer, advocate, and activist, above all,
5659 she cherished spending quality time together with those closest
5760 to her; her unflagging support and love for her family set a
5861 shining example for her children, who have gone on to serve as
5962 educators, community leaders, and volunteers; she was a devoted
6063 mother and grandmother and a revered figure in the Dallas
6164 community, and she leaves behind an extraordinary legacy and
6265 countless memories that will be treasured forever by her many
6366 loved ones and by all who were privileged to share in her life;
6467 now, therefore, be it
6568 RESOLVED, That the Senate of the State of Texas, 89th
6669 Legislature, hereby extend sincere condolences to the bereaved
6770 family of Edna Belle Pemberton; and, be it further
6871 RESOLVED, That a copy of this Resolution be prepared for
6972 her family as an expression of deepest sympathy from the Texas
7073 Senate and that when the Senate adjourns this day, it do so in
7174 memory of Edna Pemberton.
