28 WHEREAS, Ann Manning of Lubbock is being presented with a
39 Distinguished Alumni Award by the Texas Tech University School of
410 Law at its annual gala on March 1, 2025; and
511 WHEREAS, A member of the School of Law's Class of 1984,
612 Ms. Manning completed her bachelor's degree at Texas Tech as well;
713 she is the managing shareholder of Underwood Law's Lubbock office
814 and the only attorney in the city who is certified in labor and
915 employment law by the Texas Board of Legal Specialization; and
1016 WHEREAS, For more than 35 years, Ms. Manning has represented
1117 the Lubbock Independent School District; she works closely with a
1218 number of school districts on such matters as employment contracts,
1319 wage disputes, discipline, student privacy, and open government
1420 law; widely known for her expertise, she has presented at annual
1521 seminars for districts on pressing legal topics, and she is a Texas
1622 Education Association Certified Provider of Continuing Education
1723 for both school boards and educators; and
18- WHEREAS, Ms. Manning represents many other longtime
19- clients, including employers, universities, churches, and
20- financial institutions; her work has often been cited, forming a
21- valuable contribution to case law; and
22- WHEREAS, Dedicated to her profession, Ms. Manning has held
23- a number of leadership roles, including board member for the
24- State Bar of Texas School Law Section and chair of the Texas
25- Council of School Attorneys; her accomplishments have earned her
26- recognition for many consecutive years by "Texas Super Lawyers"
27- and "Best Lawyers in America"; moreover, she was named a top
28- attorney in employment law by Texas Monthly, and in 2016 the
29- Lubbock YWCA selected her as a Women of Excellence honoree; and
24+ WHEREAS, Ms. Manning represents many other longtime clients,
25+ including employers, universities, churches, and financial
26+ institutions; her work has often been cited, forming a valuable
27+ contribution to case law; and
28+ WHEREAS, Dedicated to her profession, Ms. Manning has held a
29+ number of leadership roles, including board member for the State
30+ Bar of Texas School Law Section and chair of the Texas Council of
31+ School Attorneys; her accomplishments have earned her recognition

33- RESOLVED, That the Senate of the State of Texas, 89th
34- Legislature, hereby congratulate Ann Manning on receiving a
35- Distinguished Alumni Award from the Texas Tech University School
36- of Law and extend to her sincere best wishes for continued
37- success; and, be it further
37+ the highest standards of her profession, and she is truly deserving
38+ of this prestigious honor; now, therefore, be it
39+ RESOLVED, That the Senate of the 89th Texas Legislature
40+ hereby congratulate Ann Manning on receiving a Distinguished Alumni
41+ Award from the Texas Tech University School of Law and extend to her
42+ sincere best wishes for continued success; and, be it further
