1616 SECTION 1. ONSHORE OIL AND GAS LEASING. 3

2020 (1) I
2121 N GENERAL.—The Secretary of the Inte-6
2222 rior shall immediately resume quarterly onshore oil 7
2323 and gas lease sales in compliance with the Mineral 8
2424 Leasing Act (30 U.S.C. 181 et seq.). 9

2626 EQUIREMENT.—The Secretary of the Inte-10
2727 rior shall ensure— 11

3535 ments under the Mineral Leasing Act (30 5
3636 U.S.C. 181 et seq.) and the National Environ-6
3737 mental Policy Act of 1969 (42 U.S.C. 4321 et 7
3838 seq.); and 8
3939 (B) that the processes described in sub-9
4040 paragraph (A) are conducted in a timely man-10
4141 ner to ensure compliance with subsection (b)(1). 11

4343 EASE OF OIL AND GAS LANDS .—Section 12
4444 17(b)(1)(A) of the Mineral Leasing Act (30 U.S.C. 13
4545 226(b)(1)(A)) is amended by inserting ‘‘Eligible 14
4646 lands comprise all lands subject to leasing under this 15
4747 Act and not excluded from leasing by a statutory or 16
4848 regulatory prohibition. Available lands are those 17
4949 lands that have been designated as open for leasing 18
5050 under a land use plan developed under section 202 19
5151 of the Federal Land Policy and Management Act of 20
5252 1976 and that have been nominated for leasing 21
5353 through the submission of an expression of interest, 22
5454 are subject to drainage in the absence of leasing, or 23
5555 are otherwise designated as available pursuant to 24

6464 N GENERAL.—In accordance with the Min-4
6565 eral Leasing Act (30 U.S.C. 181 et seq.), each fiscal 5
6666 year, the Secretary of the Interior shall conduct a 6
6767 minimum of four oil and gas lease sales in each of 7
6868 the following States: 8
6969 (A) Wyoming. 9
7070 (B) New Mexico. 10
7171 (C) Colorado. 11
7272 (D) Utah. 12
7373 (E) Montana. 13
7474 (F) North Dakota. 14
7575 (G) Oklahoma. 15
7676 (H) Nevada. 16
7777 (I) Alaska. 17
7878 (J) Any other State in which there is land 18
7979 available for oil and gas leasing under the Min-19
8080 eral Leasing Act (30 U.S.C. 181 et seq.) or any 20
8181 other mineral leasing law. 21

8383 EQUIREMENT.—In conducting a lease sale 22
8484 under paragraph (1) in a State described in that 23
8585 paragraph, the Secretary of the Interior shall offer 24
8686 all parcels nominated and eligible pursuant to the 25

9090 requirements of the Mineral Leasing Act (30 U.S.C. 1
9191 181 et seq.) for oil and gas exploration, develop-2
9292 ment, and production under the resource manage-3
9393 ment plan in effect for the State. 4

9595 EPLACEMENT SALES .—The Secretary of 5
9696 the Interior shall conduct a replacement sale during 6
9797 the same fiscal year if— 7
9898 (A) a lease sale under paragraph (1) is 8
9999 canceled, delayed, or deferred, including for a 9
100100 lack of eligible parcels; or 10
101101 (B) during a lease sale required under 11
102102 paragraph (1) not more than 25 percent of the 12
103103 area offered for leasing receives a bid. 13

105105 OTICE REGARDING MISSED SALES .—Not 14
106106 later than 30 days after a sale required under this 15
107107 subsection is canceled, delayed, deferred, or other-16
108108 wise missed the Secretary of the Interior shall sub-17
109109 mit to the Committee on Natural Resources of the 18
110110 House of Representatives and the Committee on En-19
111111 ergy and Natural Resources of the Senate a report 20
112112 that states what sale was missed and why it was 21
113113 missed. 22
