14	14	Be it enacted by the Senate and House of Representa-1
15	15	tives of the United States of America in Congress assembled, 2
16	16	SECTION 1. ONSHORE OIL AND GAS LEASING. 3
17	17	(a) R
18	18	EQUIREMENTTOIMMEDIATELYRESUMEON-4
19	19	SHOREOIL ANDGASLEASESALES.— 5
20	20	(1) I
21	21	N GENERAL.—The Secretary of the Inte-6
22	22	rior shall immediately resume quarterly onshore oil 7
23	23	and gas lease sales in compliance with the Mineral 8
24	24	Leasing Act (30 U.S.C. 181 et seq.). 9
25	25	(2) R
26	26	EQUIREMENT.—The Secretary of the Inte-10
27	27	rior shall ensure— 11

31	31	(A) that any oil and gas lease sale pursu-1
32	32	ant to paragraph (1) is conducted immediately 2
33	33	on completion of all applicable scoping, public 3
34	34	comment, and environmental analysis require-4
35	35	ments under the Mineral Leasing Act (30 5
36	36	U.S.C. 181 et seq.) and the National Environ-6
37	37	mental Policy Act of 1969 (42 U.S.C. 4321 et 7
38	38	seq.); and 8
39	39	(B) that the processes described in sub-9
40	40	paragraph (A) are conducted in a timely man-10
41	41	ner to ensure compliance with subsection (b)(1). 11

43	43	EASE OF OIL AND GAS LANDS .—Section 12
44	44	17(b)(1)(A) of the Mineral Leasing Act (30 U.S.C. 13
45	45	226(b)(1)(A)) is amended by inserting ‘‘Eligible 14
46	46	lands comprise all lands subject to leasing under this 15
47	47	Act and not excluded from leasing by a statutory or 16
48	48	regulatory prohibition. Available lands are those 17
49	49	lands that have been designated as open for leasing 18
50	50	under a land use plan developed under section 202 19
51	51	of the Federal Land Policy and Management Act of 20
52	52	1976 and that have been nominated for leasing 21
53	53	through the submission of an expression of interest, 22
54	54	are subject to drainage in the absence of leasing, or 23
55	55	are otherwise designated as available pursuant to 24

62	62	UARTERLYLEASESALES.— 3
63	63	(1) I
64	64	N GENERAL.—In accordance with the Min-4
65	65	eral Leasing Act (30 U.S.C. 181 et seq.), each fiscal 5
66	66	year, the Secretary of the Interior shall conduct a 6
67	67	minimum of four oil and gas lease sales in each of 7
68	68	the following States: 8
69	69	(A) Wyoming. 9
70	70	(B) New Mexico. 10
71	71	(C) Colorado. 11
72	72	(D) Utah. 12
73	73	(E) Montana. 13
74	74	(F) North Dakota. 14
75	75	(G) Oklahoma. 15
76	76	(H) Nevada. 16
77	77	(I) Alaska. 17
78	78	(J) Any other State in which there is land 18
79	79	available for oil and gas leasing under the Min-19
80	80	eral Leasing Act (30 U.S.C. 181 et seq.) or any 20
81	81	other mineral leasing law. 21

83	83	EQUIREMENT.—In conducting a lease sale 22
84	84	under paragraph (1) in a State described in that 23
85	85	paragraph, the Secretary of the Interior shall offer 24
86	86	all parcels nominated and eligible pursuant to the 25

90	90	requirements of the Mineral Leasing Act (30 U.S.C. 1
91	91	181 et seq.) for oil and gas exploration, develop-2
92	92	ment, and production under the resource manage-3
93	93	ment plan in effect for the State. 4
94	94	(3) R
95	95	EPLACEMENT SALES .—The Secretary of 5
96	96	the Interior shall conduct a replacement sale during 6
97	97	the same fiscal year if— 7
98	98	(A) a lease sale under paragraph (1) is 8
99	99	canceled, delayed, or deferred, including for a 9
100	100	lack of eligible parcels; or 10
101	101	(B) during a lease sale required under 11
102	102	paragraph (1) not more than 25 percent of the 12
103	103	area offered for leasing receives a bid. 13

105	105	OTICE REGARDING MISSED SALES .—Not 14
106	106	later than 30 days after a sale required under this 15
107	107	subsection is canceled, delayed, deferred, or other-16
108	108	wise missed the Secretary of the Interior shall sub-17
109	109	mit to the Committee on Natural Resources of the 18
110	110	House of Representatives and the Committee on En-19
111	111	ergy and Natural Resources of the Senate a report 20
112	112	that states what sale was missed and why it was 21
113	113	missed. 22
