A BILL 
To restore onshore energy production. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. ONSHORE OIL AND GAS LEASING. 3
(a) R
EQUIREMENTTOIMMEDIATELYRESUMEON-4
SHOREOIL ANDGASLEASESALES.— 5
(1) I
N GENERAL.—The Secretary of the Inte-6
rior shall immediately resume quarterly onshore oil 7
and gas lease sales in compliance with the Mineral 8
Leasing Act (30 U.S.C. 181 et seq.). 9
(2) R
EQUIREMENT.—The Secretary of the Inte-10
rior shall ensure— 11

(A) that any oil and gas lease sale pursu-1
ant to paragraph (1) is conducted immediately 2
on completion of all applicable scoping, public 3
comment, and environmental analysis require-4
ments under the Mineral Leasing Act (30 5
U.S.C. 181 et seq.) and the National Environ-6
mental Policy Act of 1969 (42 U.S.C. 4321 et 7
seq.); and 8
(B) that the processes described in sub-9
paragraph (A) are conducted in a timely man-10
ner to ensure compliance with subsection (b)(1). 11
(3) L
EASE OF OIL AND GAS LANDS .—Section 12
17(b)(1)(A) of the Mineral Leasing Act (30 U.S.C. 13
226(b)(1)(A)) is amended by inserting ‘‘Eligible 14
lands comprise all lands subject to leasing under this 15
Act and not excluded from leasing by a statutory or 16
regulatory prohibition. Available lands are those 17
lands that have been designated as open for leasing 18
under a land use plan developed under section 202 19
of the Federal Land Policy and Management Act of 20
1976 and that have been nominated for leasing 21
through the submission of an expression of interest, 22
are subject to drainage in the absence of leasing, or 23
are otherwise designated as available pursuant to 24

regulations adopted by the Secretary.’’ after ‘‘sales 1
are necessary.’’. 2
(b) Q
UARTERLYLEASESALES.— 3
(1) I
N GENERAL.—In accordance with the Min-4
eral Leasing Act (30 U.S.C. 181 et seq.), each fiscal 5
year, the Secretary of the Interior shall conduct a 6
minimum of four oil and gas lease sales in each of 7
the following States: 8
(A) Wyoming. 9
(B) New Mexico. 10
(C) Colorado. 11
(D) Utah. 12
(E) Montana. 13
(F) North Dakota. 14
(G) Oklahoma. 15
(H) Nevada. 16
(I) Alaska. 17
(J) Any other State in which there is land 18
available for oil and gas leasing under the Min-19
eral Leasing Act (30 U.S.C. 181 et seq.) or any 20
other mineral leasing law. 21
(2) R
EQUIREMENT.—In conducting a lease sale 22
under paragraph (1) in a State described in that 23
paragraph, the Secretary of the Interior shall offer 24
all parcels nominated and eligible pursuant to the 25

requirements of the Mineral Leasing Act (30 U.S.C. 1
181 et seq.) for oil and gas exploration, develop-2
ment, and production under the resource manage-3
ment plan in effect for the State. 4
(3) R
EPLACEMENT SALES .—The Secretary of 5
the Interior shall conduct a replacement sale during 6
the same fiscal year if— 7
(A) a lease sale under paragraph (1) is 8
canceled, delayed, or deferred, including for a 9
lack of eligible parcels; or 10
(B) during a lease sale required under 11
paragraph (1) not more than 25 percent of the 12
area offered for leasing receives a bid. 13
(4) N
OTICE REGARDING MISSED SALES .—Not 14
later than 30 days after a sale required under this 15
subsection is canceled, delayed, deferred, or other-16
wise missed the Secretary of the Interior shall sub-17
mit to the Committee on Natural Resources of the 18
House of Representatives and the Committee on En-19
ergy and Natural Resources of the Senate a report 20
that states what sale was missed and why it was 21
missed. 22
