13		-	for Energy Access Now Act’’ or the ‘‘CLEAN Act’’. 3

16		-	NNUALLEASING.—Section 4(b) of the Geo-5
17		-	thermal Steam Act of 1970 (30 U.S.C. 1003(b)) is amend-6
18		-	ed— 7
19		-	(1) in paragraph (2), by striking ‘‘2 years’’ and 8
20		-	inserting ‘‘year’’; 9
21		-	(2) by redesignating paragraphs (3) and (4) as 10
22		-	paragraphs (5) and (6), respectively; and 11
23		-	(3) after paragraph (2), by inserting the fol-12
24		-	lowing: 13

28		-	layed, the Secretary of the Interior shall conduct a 16
29		-	replacement sale during the same year. 17

	46	+	under paragraph (1) for a year is canceled or de-17
	47	+	layed, the Secretary of the Interior shall conduct a 18

32		-	sale under paragraph (2) in a State described in 19
33		-	that paragraph, the Secretary of the Interior shall 20
34		-	offer all nominated parcels eligible for geothermal 21
35		-	development and utilization under the resource man-22
36		-	agement plan in effect for the State.’’. 23

49		-	for any geothermal drilling permit, the Secretary 7

51		-	‘‘(A) provide written notice to the appli-9
52		-	cant that the application is complete; or 10
53		-	‘‘(B) notify the applicant that information 11
54		-	is missing and specify any information that is 12
55		-	required to be submitted for the application to 13
56		-	be complete. 14
