13-This Act may be cited as the ‘‘Energy Cybersecurity 2
14-University Leadership Act of 2023’’. 3
15-SEC. 2. ENERGY CYBERSECURITY UNIVERSITY LEADER-4
16-SHIP ACTIVITIES. 5
17-(a) I
18-NGENERAL.—In coordination with the activities 6
19-authorized under title VIII of division Z of the Consoli-7
20-dated Appropriations Act, 2021 (Public Law 116–260), 8
21-the Secretary of Energy shall support the development of 9
22-a next-generation energy-specific cybersecurity workforce 10
23-by— 11
24-(1) providing financial assistance, on a competi-12
25-tive basis, for scholarships, fellowships, and research 13
26-and development projects at institutions of higher 14
27-education to support graduate students and 15
28-postdoctoral researchers pursuing a course of study 16
29-that integrates cybersecurity competencies within 17
30-disciplines associated with energy infrastructure 18
31-needs; 19
32-(2) providing graduate students and 20
33-postdoctoral researchers with research traineeship 21
34-experiences at National Laboratories and utilities; 22
35-and 23
36-(3) conducting outreach to historically Black 24
37-colleges and universities, Tribal Colleges or Univer-25
38-sities, and minority-serving institutions. 26 3

33+STABLISHMENT.—The Secretary of En-4
34+ergy shall establish an Energy Cybersecurity Univer-5
35+sity Leadership Program (referred to in this section 6
36+as the ‘‘Program’’) to carry out the activities de-7
37+scribed in paragraph (2). 8

39+ROGRAM ACTIVITIES.—The Secretary of 9
40+Energy shall— 10
41+(A) provide financial assistance, on a com-11
42+petitive basis, for scholarships, fellowships, and 12
43+research and development projects at institu-13
44+tions of higher education to support graduate 14
45+students and postdoctoral researchers pursuing 15
46+a course of study that integrates cybersecurity 16
47+competencies within disciplines associated with 17
48+energy infrastructure needs; 18
49+(B) provide graduate students and 19
50+postdoctoral researchers supported under the 20
51+Program with research traineeship experiences 21
52+at National Laboratories and utilities; and 22
53+(C) conduct outreach to historically Black 23
54+colleges and universities, Tribal Colleges or 24
55+Universities, and minority-serving institutions. 25

4160 of the enactment of this Act, the Secretary of Energy shall 2

45-on the implementation of the activities described in sub-6
