AN ACT 
To direct the Secretary of Energy to provide financial assist-
ance to graduate students and postdoctoral researchers 
pursuing certain courses of study relating to cybersecu-
rity and energy infrastructure, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2 2

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Energy Cybersecurity 2
University Leadership Act of 2023’’. 3
SEC. 2. ENERGY CYBERSECURITY UNIVERSITY LEADER-4
SHIP ACTIVITIES. 5
(a) I
NGENERAL.—In coordination with the activities 6
authorized under title VIII of division Z of the Consoli-7
dated Appropriations Act, 2021 (Public Law 116–260), 8
the Secretary of Energy shall support the development of 9
a next-generation energy-specific cybersecurity workforce 10
by— 11
(1) providing financial assistance, on a competi-12
tive basis, for scholarships, fellowships, and research 13
and development projects at institutions of higher 14
education to support graduate students and 15
postdoctoral researchers pursuing a course of study 16
that integrates cybersecurity competencies within 17
disciplines associated with energy infrastructure 18
needs; 19
(2) providing graduate students and 20
postdoctoral researchers with research traineeship 21
experiences at National Laboratories and utilities; 22
and 23
(3) conducting outreach to historically Black 24
colleges and universities, Tribal Colleges or Univer-25
sities, and minority-serving institutions. 26 3

(b) REPORT.—Not later than one year after the date 1
of the enactment of this Act, the Secretary of Energy shall 2
submit to the Committee on Science, Space, and Tech-3
nology of the House of Representatives and the Committee 4
on Energy and Natural Resources of the Senate a report 5
on the implementation of the activities described in sub-6
section (a). 7

EFINITIONS.—In this section: 8
(1) H
ISTORICALLY BLACK COLLEGE AND UNI -9
VERSITY.—The term ‘‘historically Black college and 10
university’’ has the meaning given the term ‘‘part B 11
institution’’ in section 322 of the Higher Education 12
Act of 1965 (20 U.S.C. 1061). 13
(2) I
NSTITUTION OF HIGHER EDUCATION .—The 14
term ‘‘institution of higher education’’ has the 15
meaning given such term in section 101(a) of the 16
Higher Education Act of 1965 (20 U.S.C. 1001(a)). 17
(3) M
INORITY-SERVING INSTITUTION .—The 18
term ‘‘minority-serving institution’’ means an eligi-19
ble institution under section 371(a) of the Higher 20
Education Act of 1965 (20 U.S.C. 1067q(a)). 21
(4) N
ATIONAL LABORATORY .—The term ‘‘Na-22
tional Laboratory’’ has the meaning given such term 23
in section 2 of the Energy Policy Act of 2005 (42 24
U.S.C. 15801). 25 4

(5) TRIBAL COLLEGE OR UNIVERSITY .—The 1
term ‘‘Tribal College or University’’ has the meaning 2
given such term in section 316(b) of the Higher 3
Education Act of 1965 (20 U.S.C. 1059c(b)). 4
