10+SECTION 1. SHORT TITLE. 1
11+This Act may be cited as the ‘‘NOTAM Improvement 2
12+Act of 2023’’. 3
13+SEC. 2. FAA TASK FORCE ON NOTAM IMPROVEMENT. 4
14+(a) E
15+STABLISHMENT.—Not later than 180 days after 5
16+the date of enactment of this Act, the Administrator of the 6
17+Federal Aviation Administration shall establish a task force 7
18+to be known as the FAA Task Force on NOTAM Improve-8
19+ment (in this section referred to as the ‘‘Task Force’’). 9 2

21+(b) COMPOSITION.—The Task Force shall consist of 1
22+members appointed by the Administrator, including at least 2
23+one member of each of the following: 3
24+(1) Air carrier representatives. 4
25+(2) Airport representatives. 5
26+(3) Labor union representatives of airline pilots. 6
27+(4) Labor union representatives of aircraft dis-7
28+patchers. 8
29+(5) The labor union certified under section 7111 9
30+of title 5, United States Code, to represent FAA air 10
31+traffic control specialists assigned to the United 11
32+States NOTAMs Office. 12
33+(6) The labor union certified under section 7111 13
34+of title 5, United States Code, to represent FAA aero-14
35+nautical information specialists. 15
36+(7) General and business aviation representa-16
37+tives. 17
38+(8) Aviation safety experts with knowledge of 18
39+NOTAMs. 19
40+(9) Human factors experts. 20
41+(10) Computer system architecture and cyberse-21
42+curity experts. 22
43+(c) D
44+UTIES.—The duties of the Task Force shall in-23
45+clude— 24 3

47+(1) reviewing existing methods for publishing 1
48+NOTAMs and flight operations information to pilots; 2
49+(2) reviewing regulations, policies, systems, and 3
50+international standards relating to NOTAMs, includ-4
51+ing their content and presentation to pilots; 5
52+(3) evaluating and determining best practices to 6
53+organize, prioritize, and present flight operations in-7
54+formation in a manner that optimizes pilot review 8
55+and retention of relevant information; and 9
56+(4) providing recommendations for— 10
57+(A) improving the publication and delivery 11
58+of NOTAM information in a manner that 12
59+prioritizes or highlights the most important in-13
60+formation, and optimizes pilot review and reten-14
61+tion of relevant information; 15
62+(B) ways to ensure that NOTAMs are com-16
63+plete, accurate, timely, relevant to safe flight op-17
64+erations, and contain pertinent information; 18
65+(C) any best practices that the FAA should 19
66+consider to improve the accuracy and under-20
67+standability of NOTAMs and the display of 21
68+flight operations information; 22
69+(D) ways to work with air carriers, other 23
70+airspace users, and aviation service providers to 24 4

72+implement solutions that are aligned with the 1
73+recommendations under this paragraph; and 2
74+(E) ways to ensure the stability, resiliency, 3
75+and cybersecurity of the NOTAM computer sys-4
76+tem. 5

78+EPORT.—Not later than 1 year after the date of 6
79+the establishment of the Task Force, the Task Force shall 7
80+submit to the Committee on Transportation and Infrastruc-8
81+ture of the House of Representatives and the Committee on 9
82+Commerce, Science, and Transportation of the Senate a re-10
83+port detailing— 11
84+(1) the results of the reviews and evaluations of 12
85+the Task Force under paragraphs (1) through (3) of 13
86+subsection (c); 14
87+(2) the best practices identified and rec-15
88+ommendations provided by the Task Force under sub-16
89+section (c)(4); 17
90+(3) any recommendations of the Task Force for 18
91+additional regulatory or policy actions to improve the 19
92+publication of NOTAMs; and 20
93+(4) the degree to which implementing the rec-21
94+ommendations of the Task Force described under 22
95+paragraph (2) will address National Transportation 23
96+Safety Board Safety Recommendation A–18–024. 24 5

98+(e) APPLICABLELAW.—Chapter 10 of title 5, United 1
99+States Code, shall not apply to the Task Force. 2

101+UNSET.—The Task Force shall terminate on the 3
102+later of— 4
103+(1) the date on which the Task Force submits the 5
104+report required under subsection (d); or 6
105+(2) the date that is 18 months after the date on 7
106+which the Task Force is established under subsection 8
107+(a). 9
108+(g) A
109+UTHORITY.—The Administrator shall have the 10
110+authority to carry out the recommendations of the Task 11
111+Force detailed in the report required under subsection (d). 12
112+(h) R
113+ULE OFCONSTRUCTION.—Nothing in this section 13
114+may be construed to require the FAA to duplicate any 14
115+prior, ongoing, or planned efforts related to the improve-15
116+ment of NOTAMs, including any efforts related to imple-16
117+menting any previously enacted requirements. 17
118+(i) D
119+EFINITIONS.—In this section: 18
120+(1) FAA.—The term ‘‘FAA’’ means the Federal 19
121+Aviation Administration. 20
122+(2) NOTAM.—The term ‘‘NOTAM’’ means a no-21
123+tice containing information (which is not known suf-22
124+ficiently in advance to publicize by other means) con-23
125+cerning the establishment, condition, or change in 24
126+any component (including a facility, service, or pro-25 6

128+cedure thereof) or hazard in the National Airspace 1
129+System, the timely knowledge of which is essential to 2
130+personnel concerned with flight operations. 3
131+SEC. 3. ADDITIONAL REQUIREMENTS. 4
132+Not later than September 30, 2024, the Administrator 5
133+of the Federal Aviation Administration shall make the fol-6
134+lowing improvements: 7
135+(1) Complete implementation of a Federal 8
136+NOTAM System (in this section referred to as a 9
137+‘‘FNS’’). 10
138+(2) Implement a back-up system to the FNS. 11
139+(3) Brief the Committee on Transportation and 12
140+Infrastructure of the House of Representatives and the 13
141+Committee on Commerce, Science, and Transpor-14
142+tation of the Senate on a plan to enhance the capa-15
143+bility to deliver information through the FNS that is 16
144+machine-readable, filterable, and in the format used 17
145+by the International Civil Aviation Organization 18
146+(ICAO) to promote further global harmonization 19
147+among neighboring Air Navigation Service Providers 20
148+(ANSPs) and provide users of the National Airspace 21 7

150+System with one consistent format for domestic and 1
151+international operations. 2

11-Be it enacted by the Senate and House of Representatives of
12-the United States of America in Congress assembled,
13-SECTION 1. SHORT TITLE.
14-This Act may be cited as the ‘‘NOTAM Improvement Act of
15-2023’’.
16-SEC. 2. FAA TASK FORCE ON NOTAM IMPROVEMENT.
17-(a) ESTABLISHMENT.—Not later than 180 days after the date
18-of enactment of this Act, the Administrator of the Federal Aviation
19-Administration shall establish a task force to be known as the
20-FAA Task Force on NOTAM Improvement (in this section referred
21-to as the ‘‘Task Force’’).
22-(b) C
23-OMPOSITION.—The Task Force shall consist of members
24-appointed by the Administrator, including at least one member
25-of each of the following:
26-(1) Air carrier representatives.
27-(2) Airport representatives.
28-(3) Labor union representatives of airline pilots.
29-(4) Labor union representatives of aircraft dispatchers.
30-(5) The labor union certified under section 7111 of title
31-5, United States Code, to represent FAA air traffic control
32-specialists assigned to the United States NOTAMs Office.
33-(6) The labor union certified under section 7111 of title
34-5, United States Code, to represent FAA aeronautical informa-
35-tion specialists.
36-(7) General and business aviation representatives.
37-(8) Aviation safety experts with knowledge of NOTAMs.
38-(9) Human factors experts.
39-(10) Computer system architecture and cybersecurity
40-experts.

42-UTIES.—The duties of the Task Force shall include—
43-(1) reviewing existing methods for publishing NOTAMs
44-and flight operations information to pilots;
45-(2) reviewing regulations, policies, systems, and inter-
46-national standards relating to NOTAMs, including their content
47-and presentation to pilots;
48-(3) evaluating and determining best practices to organize,
49-prioritize, and present flight operations information in a
50-manner that optimizes pilot review and retention of relevant
51-information; and
52-(4) providing recommendations for— H. R. 346—2
53-(A) improving the publication and delivery of NOTAM
54-information in a manner that prioritizes or highlights the
55-most important information, and optimizes pilot review
56-and retention of relevant information;
57-(B) ways to ensure that NOTAMs are complete,
58-accurate, timely, relevant to safe flight operations, and
59-contain pertinent information;
60-(C) any best practices that the FAA should consider
61-to improve the accuracy and understandability of NOTAMs
62-and the display of flight operations information;
63-(D) ways to work with air carriers, other airspace
64-users, and aviation service providers to implement solutions
65-that are aligned with the recommendations under this para-
66-graph; and
67-(E) ways to ensure the stability, resiliency, and cyberse-
68-curity of the NOTAM computer system.

70-EPORT.—Not later than 1 year after the date of the
71-establishment of the Task Force, the Task Force shall submit to
72-the Committee on Transportation and Infrastructure of the House
73-of Representatives and the Committee on Commerce, Science, and
74-Transportation of the Senate a report detailing—
75-(1) the results of the reviews and evaluations of the Task
76-Force under paragraphs (1) through (3) of subsection (c);
77-(2) the best practices identified and recommendations pro-
78-vided by the Task Force under subsection (c)(4);
79-(3) any recommendations of the Task Force for additional
80-regulatory or policy actions to improve the publication of
81-NOTAMs; and
82-(4) the degree to which implementing the recommendations
83-of the Task Force described under paragraph (2) will address
84-National Transportation Safety Board Safety Recommendation
85-A–18–024.
86-(e) A
87-PPLICABLELAW.—Chapter 10 of title 5, United States
88-Code, shall not apply to the Task Force.
89-(f) S
90-UNSET.—The Task Force shall terminate on the later of—
91-(1) the date on which the Task Force submits the report
92-required under subsection (d); or
93-(2) the date that is 18 months after the date on which
94-the Task Force is established under subsection (a).
95-(g) A
96-UTHORITY.—The Administrator shall have the authority
97-to carry out the recommendations of the Task Force detailed in
98-the report required under subsection (d).

100-ULE OFCONSTRUCTION.—Nothing in this section may be
101-construed to require the FAA to duplicate any prior, ongoing, or
102-planned efforts related to the improvement of NOTAMs, including
103-any efforts related to implementing any previously enacted require-
104-ments.

106-EFINITIONS.—In this section:
107-(1) FAA.—The term ‘‘FAA’’ means the Federal Aviation
108-Administration.
109-(2) NOTAM.—The term ‘‘NOTAM’’ means a notice con-
110-taining information (which is not known sufficiently in advance
111-to publicize by other means) concerning the establishment,
112-condition, or change in any component (including a facility,
113-service, or procedure thereof) or hazard in the National Airspace
114-System, the timely knowledge of which is essential to personnel
115-concerned with flight operations. H. R. 346—3
116-SEC. 3. ADDITIONAL REQUIREMENTS.
117-Not later than September 30, 2024, the Administrator of the
118-Federal Aviation Administration shall make the following improve-
119-ments:
120-(1) Complete implementation of a Federal NOTAM System
121-(in this section referred to as a ‘‘FNS’’).
122-(2) Implement a back-up system to the FNS.
123-(3) Brief the Committee on Transportation and Infrastruc-
124-ture of the House of Representatives and the Committee on
125-Commerce, Science, and Transportation of the Senate on a
126-plan to enhance the capability to deliver information through
127-the FNS that is machine-readable, filterable, and in the format

129-to promote further global harmonization among neighboring
