957 Be it enacted by the Senate and House of Representa-1
10-tives of the United States of America in Congress assembled, 2 2

12-SECTION 1. SHORT TITLE. 1
13-This Act may be cited as the ‘‘LEOSA Reform Act 2
14-of 2024’’. 3
15-SEC. 2. CONFORMING THE LAW ENFORCEMENT OFFICER 4
16-SAFETY ACT AND THE GUN-FREE SCHOOL 5
17-ZONES ACT OF 1990. 6
18-Section 922(q)(2)(B) of title 18, United States Code, 7
19-is amended— 8
20-(1) by striking ‘‘or’’ at the end of clause (vi); 9
21-(2) by striking the period at the end of clause 10
22-(vii) and inserting ‘‘; or’’; and 11
23-(3) by adding at the end the following: 12
24-‘‘(viii) by an individual authorized by section 13
25-926B or 926C to carry a concealed firearm.’’. 14
26-SEC. 3. MAKING IMPROVEMENTS TO THE LAW ENFORCE-15
27-MENT OFFICER SAFETY ACT. 16
28-(a) Each of sections 926B(a) and 926C(a) of title 17
29-18, United States Code, is amended by inserting ‘‘or any 18
30-other provision of Federal law, or any regulation pre-19
31-scribed by the Secretary of the Interior pertaining to a 20
32-unit of the National Park System’’ after ‘‘thereof’’. 21
33-(b) Each of sections 926B(b) and 926C(b) of such 22
34-title are amended— 23
35-(1) in paragraph (1), by inserting ‘‘, except to 24
36-the extent that the laws apply on property used by 25
37-a common or contract carrier to transport people or 26 3

39-property by land, rail, or water or on property open 1
40-to the public (whether or not a fee is charged to 2
41-enter the property)’’ before the semicolon; and 3
42-(2) in paragraph (2), by inserting ‘‘, except to 4
43-the extent that the laws apply on property used by 5
44-a common or contract carrier to transport people or 6
45-property by land, rail, or water or on property open 7
46-to the public (whether or not a fee is charged to 8
47-enter the property)’’ before the period. 9
48-(c) Each of sections 926B(e)(2) and 926C(e)(1)(B) 10
49-of such title is amended by inserting ‘‘any magazine and’’ 11
50-after ‘‘includes’’. 12
51-(d) Section 926C(c)(4) of such title is amended to 13
52-read as follows: 14
53-‘‘(4) has met the standards for qualification in 15
54-firearms training during the most recent period of 16
55-12 months (or, at the option of the State in which 17
56-the individual resides, a greater number of months, 18
57-not exceeding 36 months), and for purposes of this 19
58-paragraph, the term ‘standards for qualification in 20
59-firearms training’ means— 21
60-‘‘(A) the standards for active duty law en-22
61-forcement officers as established by the former 23
62-agency of the individual; 24 4

64-‘‘(B) the standards for active duty law en-1
65-forcement officers as established by the State in 2
66-which the individual resides; 3
67-‘‘(C) the standards for active duty law en-4
68-forcement officers employed by any law enforce-5
69-ment agency in the State in which the indi-6
70-vidual resides; or 7
71-‘‘(D) any standard for active duty law en-8
72-forcement officers for firearms qualification 9
73-conducted by any certified firearms instructor 10
74-within the State in which the individual re-11
75-sides;’’. 12
76-(e) Section 926C(d) of such title is amended— 13
77-(1) in paragraph (1), by striking ‘‘not less re-14
78-cently than one year before the date the individual 15
79-is carrying the concealed firearm, been tested or oth-16
80-erwise found by the agency to meet the active duty 17
81-standards for qualification in firearms training as 18
82-established by the agency to carry’’ and inserting 19
83-‘‘met the standards for qualification in firearms 20
84-training required by subsection (c)(4) for’’; and 21
85-(2) in paragraph (2), by striking subparagraph 22
86-(B) and inserting the following: 23
87-‘‘(B) a certification issued by the former agency 24
88-of the individual, the State in which the individual 25 5

90-resides, any law enforcement agency within the State 1
91-in which the individual resides, or any certified fire-2
92-arms instructor within the State in which the indi-3
93-vidual resides that indicates that the individual has 4
94-met the standards for qualification in firearms train-5
95-ing required by subsection (c)(4).’’. 6
96-SEC. 4. PERMITTING QUALIFIED CURRENT AND RETIRED 7
97-LAW ENFORCEMENT OFFICERS TO CARRY 8
98-FIREARMS IN CERTAIN FEDERAL FACILITIES. 9
99-Section 930 of title 18, United States Code, is 10
100-amended— 11
101-(1) in subsection (d)— 12
102-(A) in paragraph (2), by striking ‘‘or’’ at 13
103-the end; 14
104-(B) in paragraph (3), by striking the pe-15
105-riod at the end and inserting ‘‘or’’; and 16
106-(C) by adding at the end the following: 17
107-‘‘(4) the possession of a firearm or ammunition 18
108-in a Facility Security Level I or II civilian public ac-19
109-cess facility by a qualified law enforcement officer 20
110-(as defined in section 926B(c)) or a qualified retired 21
111-law enforcement officer (as defined in section 22
112-926C(c)).’’; and 23
113-(2) in subsection (g), by adding at the end the 24

116-‘‘(4) The term ‘Facility Security Level’ means 1
117-a security risk assessment level assigned to a Fed-2
118-eral facility by the security agency of the facility in 3
119-accordance with the biannually issued Interagency 4
120-Security Committee Standard. 5
121-‘‘(5) The term ‘civilian public access facility’ 6
122-means a facility open to the general public.’’. 7
