13-This Act may be cited as the ‘‘Daniel J. Harvey, Jr. 2
14-and Adam Lambert Improving Servicemember Transition 3
15-to Reduce Veteran Suicide Act’’. 4
16-SEC. 2. ADDRESSING MENTAL HEALTH ISSUES IN THE 5
17-TRANSITION ASSISTANCE PROGRAM OF THE 6
18-DEPARTMENT OF DEFENSE AND THE SOLID 7
19-START PROGRAM OF THE DEPARTMENT OF 8
20-VETERANS AFFAIRS. 9

22-RANSITIONASSISTANCEPROGRAM OF THE DE-10
23-PARTMENT OF DEFENSE.—Section 1142(b) of title 10, 11
24-United States Code, is amended— 12
25-(1) in paragraph (5), by inserting ‘‘(11),’’ be-13
26-fore ‘‘and (16)’’; and 14
27-(2) by striking paragraph (11) and inserting 15
28-the following: 16
29-‘‘(11) Information concerning mental health, in-17
30-cluding— 18
31-‘‘(A) the availability of mental health serv-19
32-ices furnished by the Secretary concerned, the 20
33-Secretary of Defense, the Secretary of Veterans 21
34-Affairs, or a non-profit entity; 22
35-‘‘(B) the treatment of post-traumatic 23
36-stress disorder, traumatic brain injury, anxiety 24
37-disorders, depression, chronic pain, sleep dis-25
38-orders, suicidal ideation, or other mental health 26 3

40-conditions associated with service in the armed 1
41-forces; 2
42-‘‘(C) the risk of suicide, including signs, 3
43-symptoms, and risk factors (including adverse 4
44-childhood experiences, depression, bipolar dis-5

46-tionship strain); 7
47-‘‘(D) the availability of treatment options 8
48-and resources to address substance abuse, in-9
49-cluding alcohol, prescription drug, and opioid 10
50-abuse; 11
51-‘‘(E) the potential effects of the loss of 12
52-community and support systems experienced by 13
53-a member separating from the armed forces; 14
54-‘‘(F) isolation from family, friends, or soci-15
55-ety; and 16
56-‘‘(G) the potential stressors associated with 17
57-separation from the armed forces.’’. 18

59-OLIDSTARTPROGRAM OF THE DEPARTMENT 19
60-OFVETERANSAFFAIRS.—Section 6320(b)(1) of title 38, 20
61-United States Code, is amended— 21
62-(1) by redesignating subparagraphs (G) and 22
63-(H) as subparagraphs (I) and (J), respectively; and 23
64-(2) by inserting after subparagraph (F) the fol-24
65-lowing new subparagraphs: 25 4

67-‘‘(G) assisting eligible veterans who elect to en-1
68-roll in the system of patient enrollment under sec-2
69-tion 1705(a) of this title; 3
70-‘‘(H) educating veterans about mental health 4
71-and counseling services available through the Vet-5

74-EPORT.—Not later than one year after the date 7
75-of the enactment of this Act, the Secretary of Defense and 8
76-the Secretary of Veterans Affairs shall jointly submit to 9
77-the appropriate congressional committees a report on the 10
78-information and materials developed pursuant to the 11
79-amendments made by this Act. 12

37+(a) P
38+ILOTPROGRAMREQUIRED.—The Secretary of 5
39+Defense and the Secretary of Veterans Affairs shall jointly 6
40+carry out a pilot program to assess the feasibility and ad-7
41+visability of providing the module described in subsection 8
42+(b) and services under subsection (c) as part of the pre- 9
43+separation transition process for members of the Armed 10
44+Forces as a means of reducing the incidence of suicide 11
45+among veterans. 12
46+(b) M
47+ODULE.— 13
48+(1) I
49+N GENERAL.—The module described in this 14
50+subsection shall include the following: 15
51+(A) An in-person meeting between a cohort 16
52+of members of the Armed Forces participating 17
53+in the pilot program and a social worker or 18
54+nurse in which the social worker or nurse— 19
55+(i) educates the cohort on resources 20
56+for and specific potential risks confronting 21
57+such members after discharge or release 22
58+from the Armed Forces, including— 23
59+(I) loss of community or a sup-24
60+port system; 25

67+tion from military to civilian life; 4
68+(IV) vulnerability viewed as a 5
69+weakness; 6
70+(V) need for empathy; 7
71+(VI) self-medication and addic-8
72+tion; 9
73+(VII) importance of sleep and ex-10
74+ercise; 11
75+(VIII) homelessness; and 12
76+(IX) risk factors contributing to 13
77+attempts of suicide and deaths by sui-14
78+cide; 15
79+(ii) educates the cohort on— 16
80+(I) the signs and symptoms of 17
81+suicide risk and physical, psycho-18
82+logical, or neurological issues, such as 19
83+post-traumatic stress disorder, trau-20
84+matic brain injury, chronic pain, sleep 21
85+disorders, substance use disorders, ad-22
86+verse childhood experiences, depres-23
87+sion, bipolar disorder, and socio-eco-24
88+logical concerns, such as homeless-25

93+strain; 2
94+(II) the potential risks for mem-3
95+bers of the Armed Forces from such 4
96+issues after discharge or release from 5
97+the Armed Forces; and 6
98+(III) the resources and treatment 7
99+options available to such members for 8
100+such issues through the Department 9
101+of Veterans Affairs, the Department 10
102+of Defense, and non-profit organiza-11
103+tions; 12
104+(iii) educates the cohort about the re-13
105+sources available to victims of military sex-14
106+ual trauma through the Department of 15
107+Veterans Affairs; and 16
108+(iv) educates the cohort about the 17
109+manner in which members might experi-18
110+ence challenges during the transition from 19
111+military to civilian life, and the resources 20
112+available to them through the Department 21
113+of Veterans Affairs, the Department of De-22
114+fense, and other organizations. 23
115+(B) The provision to each member of the 24
116+cohort of contact information for a counseling 25

120+or other appropriate facility of the Department 1
121+of Veterans Affairs in the locality in which such 2
122+member intends to reside after discharge or re-3
123+lease. 4
124+(C) The submittal by each member of the 5
125+cohort to the Department of Veterans Affairs 6
126+(including both the Veterans Health Adminis-7
127+tration and the Veterans Benefits Administra-8
128+tion) of their medical records in connection with 9
129+service in the Armed Forces, whether or not 10
130+such members intend to file a claim with the 11
131+Department for benefits with respect to any 12
132+service-connected disability. 13
133+(2) C
134+OMPOSITION OF COHORT .—Each cohort 14
135+participating in the module described in this sub-15
136+section shall be comprised of not fewer than 50 indi-16
137+viduals. 17
138+(c) S
139+ERVICES.—In carrying out the pilot program, 18
140+the Secretary of Defense and the Secretary of Veterans 19
141+Affairs shall provide to each individual participating in the 20
142+pilot program the following services: 21
143+(1) During the transition process and prior to 22
144+discharge or release from the Armed Forces, a one- 23
145+on-one meeting with a social worker or nurse of the 24
146+Department of Veterans Affairs who will— 25

150+(A) conduct an assessment of the indi-1
151+vidual regarding eligibility to receive health care 2
152+or counseling services from the Department of 3
153+Veterans Affairs; and 4
154+(B) for those eligible, or likely to be eligi-5
155+ble, to receive health care or counseling services 6
156+from the Department of Veterans Affairs— 7
157+(i) identify and provide contact infor-8
158+mation for an appropriate facility of the 9
159+Department of Veterans Affairs in the lo-10
160+cality in which such individual intends to 11
161+reside after discharge or release; 12
162+(ii) facilitate registration or enroll-13
163+ment in the system of patient enrollment 14
164+of the Department of Veterans Affairs 15
165+under section 1705(a) of title 38, United 16
166+States Code, if applicable; 17
167+(iii) educate the individual about care, 18
168+benefits, and services available to the indi-19
169+vidual through the Veterans Health Ad-20
170+ministration; and 21
171+(iv) coordinate health care based on 22
172+the health care needs of the individual, if 23
173+applicable, to include establishing an initial 24
174+appointment, at the election of the indi-25

178+vidual, to occur not later than 90 days 1
179+after the date of discharge or release of the 2
180+member from the Armed Forces. 3
181+(2) For each individual determined ineligible for 4
182+care and services from the Department of Veterans 5
183+Affairs during the transition process, the Secretary 6
184+of Defense shall conduct an assessment of the indi-7
185+vidual to determine the needs of the individual and 8
186+appropriate follow-up, which shall be identified and 9
187+documented in the appropriate records of the De-10
188+partment of Defense. 11
189+(3) During the appointment scheduled pursuant 12
190+to paragraph (1)(B)(iv), the Secretary of Veterans 13
191+Affairs shall conduct an assessment of the individual 14
192+to determine the needs of the individual and appro-15
193+priate follow-up, which shall be identified and docu-16
194+mented in the appropriate records of the Depart-17
195+ment of Veterans Affairs. 18

197+OCATIONS.— 19
198+(1) M
199+ODULE AND MEETING .—The module 20
200+under subsection (b) and the one-on-one meeting 21
201+under subsection (c)(1) shall be carried out at not 22
202+fewer than 10 locations of the Department of De-23
203+fense that serve not fewer than 300 members of the 24
204+Armed Forces annually that are jointly selected by 25

209+erans Affairs for purposes of the pilot program. 2
210+(2) A
211+SSESSMENT AND APPOINTMENT .—The as-3
212+sessment under subsection (c)(2) and the appoint-4
213+ment under subsection (c)(3) may occur at any loca-5
214+tion determined appropriate by the Secretary of De-6
215+fense or the Secretary of Veterans Affairs, as the 7
216+case may be. 8

218+EMBERS SERVED.—The locations selected 9
219+under paragraph (1) shall, to the extent practicable, 10
220+be locations that, whether individually or in aggre-11
221+gate, serve all the Armed Forces and both the reg-12
222+ular and reserve components of the Armed Forces. 13

224+ELECTION AND COMMENCEMENT .—The Sec-14
225+retary of Defense and the Secretary of Veterans Affairs 15
226+shall jointly select the locations of the pilot program under 16
227+subsection (d)(1) and commence carrying out activities 17
228+under the pilot program by not later than September 30, 18
229+2024. 19

231+URATION.—The duration of the pilot program 20
232+shall be five years. 21

236+N GENERAL.—Not later than one year 23
237+after the commencement of the pilot program, and 24
238+annually thereafter during the duration of the pilot 25

244+priate committees of Congress a report on the activi-3
245+ties under the pilot program. 4

247+LEMENTS.—Each report required by para-5
248+graph (1) shall include the following: 6
249+(A) The demographic information of the 7
250+members and former members of the Armed 8
251+Forces who participated in the pilot program 9
252+during the one-year period ending on the date 10
253+of such report. 11
254+(B) A description of the activities under 12
255+the pilot program during such period. 13
256+(C) An assessment of the benefits of the 14
257+activities under the pilot program during such 15
258+period to members and former members of the 16
259+Armed Forces. 17
260+(D) An assessment of whether the activi-18
261+ties under the pilot program as of the date of 19
262+such report have met the targeted outcomes of 20
263+the pilot program among members and former 21
264+members who participated in the pilot program 22
265+within one year of discharge or release from the 23
266+Armed Forces. 24

279+tees of Congress’’ means— 9

283+Committee on Veterans’ Affairs of the House of 13
