2020 STABLISHMENT OF TRAININGCURRICULUM.— 5
2121 (1) I
2222 N GENERAL.—Not later than 180 days 6
2323 after the date of the enactment of this Act, the Sec-7
2424 retary of Defense shall establish a standardized 8
2525 training curriculum for military vehicle operations, 9

3232 EVELOPMENT.—The training curriculum 3
3333 under paragraph (1) shall be developed in collabora-4
3434 tion with subject matter experts, experienced mem-5
3535 bers of the Armed Forces, and relevant stakeholders, 6
3636 and shall cover essential topics such as vehicle dy-7
3737 namics, safety procedures, hazard recognition and 8
3838 avoidance, defensive driving techniques, and vehicle 9
3939 recovery methods. 10

4141 PDATES.—The Secretary of Defense shall 11
4242 ensure that the training curriculum under paragraph 12
4343 (1) is regularly updated to incorporate emerging 13
4444 best practices and technological advancements in 14
4545 military vehicle operations. 15

4747 ERTIFICATIONPROGRAM.— 16

4949 N GENERAL.—The Secretary of Defense 17
5050 shall establish a certification program to validate the 18
5151 proficiency of members of the Armed Forces in mili-19
5252 tary vehicle operations. 20
5353 (2) D
5454 ESIGN OF PROGRAM .—The certification 21
5555 program shall be designed to ensure that all mem-22
5656 bers of the Armed Forces, regardless of deployment 23
5757 status, receive adequate training in military vehicle 24
5858 operations before being assigned to operational duty. 25

6262 (3) ASSESSMENTS.—The certification program 1
6363 shall include written exams, practical assessments, 2
6464 and evaluations of demonstrated competence. 3

6666 OTICE OF COMPLETION .—Notice shall be 4
6767 issued to members of the Armed Forces who suc-5
6868 cessfully complete the training program and meet 6
6969 the established proficiency criteria. 7

7373 EADLINE FOR COMMENCEMENT .—Not 9
7474 later than one year after the date of the enactment 10
7575 of this Act, the Secretary of Defense shall commence 11
7676 the development and implementation of the training 12
7777 curriculum under subsection (a) and the certification 13
7878 program under subsection (b). 14

8080 EADLINE FOR FULL INTEGRATION .—Not 15
8181 later than three years after the date of the enact-16
8282 ment of this Act, the training curriculum under sub-17
8383 section (a) and the certification program under sub-18
8484 section (b) shall be fully integrated into military 19
8585 training programs. 20

8787 RAININGDELIVERYMETHODS.—In carrying 21
8888 out this section, the Secretary of Defense shall— 22
8989 (1) develop a comprehensive and interactive 23
9090 training methodology that combines traditional 24

9494 classroom instruction with hands-on, practical train-1
9595 ing exercises; 2
9696 (2) encourage the use of modern training tech-3
9797 nologies, simulators, and realistic training environ-4
9898 ments to enhance effectiveness of the training pro-5
9999 gram; and 6
100100 (3) ensure that training materials are up-to- 7
101101 date, accessible, and tailored to the specific vehicle 8
102102 types and operational environments members of the 9
103103 Armed Forces are likely to encounter. 10

105105 NFORMATION COLLECTION AND EVALUA-11
106106 TIONS.—In carrying out this section, the Secretary of De-12
107107 fense shall— 13
108108 (1) update reporting mechanisms used to collect 14
109109 and analyze data related to military vehicle inci-15
110110 dents, including vehicle rollovers, and the causes of 16
111111 such incidents; 17
112112 (2) conduct regular evaluations of the effective-18
113113 ness of the training under this section in reducing 19
114114 incidents and improving the proficiency of military 20
115115 vehicle operators; and 21
116116 (3) promptly implement any recommendations 22
117117 for program improvements based on the results of 23
118118 such data and evaluations. 24
