17	17	SECTION 1. MILITARY VEHICLE OPERATOR TRAINING PRO-3
18	18	GRAM. 4
19	19	(a) E
20	20	STABLISHMENT OF TRAININGCURRICULUM.— 5
21	21	(1) I
22	22	N GENERAL.—Not later than 180 days 6
23	23	after the date of the enactment of this Act, the Sec-7
24	24	retary of Defense shall establish a standardized 8
25	25	training curriculum for military vehicle operations, 9

32	32	EVELOPMENT.—The training curriculum 3
33	33	under paragraph (1) shall be developed in collabora-4
34	34	tion with subject matter experts, experienced mem-5
35	35	bers of the Armed Forces, and relevant stakeholders, 6
36	36	and shall cover essential topics such as vehicle dy-7
37	37	namics, safety procedures, hazard recognition and 8
38	38	avoidance, defensive driving techniques, and vehicle 9
39	39	recovery methods. 10

41	41	PDATES.—The Secretary of Defense shall 11
42	42	ensure that the training curriculum under paragraph 12
43	43	(1) is regularly updated to incorporate emerging 13
44	44	best practices and technological advancements in 14
45	45	military vehicle operations. 15

47	47	ERTIFICATIONPROGRAM.— 16

49	49	N GENERAL.—The Secretary of Defense 17
50	50	shall establish a certification program to validate the 18
51	51	proficiency of members of the Armed Forces in mili-19
52	52	tary vehicle operations. 20
53	53	(2) D
54	54	ESIGN OF PROGRAM .—The certification 21
55	55	program shall be designed to ensure that all mem-22
56	56	bers of the Armed Forces, regardless of deployment 23
57	57	status, receive adequate training in military vehicle 24
58	58	operations before being assigned to operational duty. 25

62	62	(3) ASSESSMENTS.—The certification program 1
63	63	shall include written exams, practical assessments, 2
64	64	and evaluations of demonstrated competence. 3

66	66	OTICE OF COMPLETION .—Notice shall be 4
67	67	issued to members of the Armed Forces who suc-5
68	68	cessfully complete the training program and meet 6
69	69	the established proficiency criteria. 7

73	73	EADLINE FOR COMMENCEMENT .—Not 9
74	74	later than one year after the date of the enactment 10
75	75	of this Act, the Secretary of Defense shall commence 11
76	76	the development and implementation of the training 12
77	77	curriculum under subsection (a) and the certification 13
78	78	program under subsection (b). 14

80	80	EADLINE FOR FULL INTEGRATION .—Not 15
81	81	later than three years after the date of the enact-16
82	82	ment of this Act, the training curriculum under sub-17
83	83	section (a) and the certification program under sub-18
84	84	section (b) shall be fully integrated into military 19
85	85	training programs. 20

87	87	RAININGDELIVERYMETHODS.—In carrying 21
88	88	out this section, the Secretary of Defense shall— 22
89	89	(1) develop a comprehensive and interactive 23
90	90	training methodology that combines traditional 24

95	95	ing exercises; 2
96	96	(2) encourage the use of modern training tech-3
97	97	nologies, simulators, and realistic training environ-4
98	98	ments to enhance effectiveness of the training pro-5
99	99	gram; and 6
100	100	(3) ensure that training materials are up-to- 7
101	101	date, accessible, and tailored to the specific vehicle 8
102	102	types and operational environments members of the 9
103	103	Armed Forces are likely to encounter. 10

105	105	NFORMATION COLLECTION AND EVALUA-11
106	106	TIONS.—In carrying out this section, the Secretary of De-12
107	107	fense shall— 13
108	108	(1) update reporting mechanisms used to collect 14
109	109	and analyze data related to military vehicle inci-15
110	110	dents, including vehicle rollovers, and the causes of 16
111	111	such incidents; 17
112	112	(2) conduct regular evaluations of the effective-18
113	113	ness of the training under this section in reducing 19
114	114	incidents and improving the proficiency of military 20
115	115	vehicle operators; and 21
116	116	(3) promptly implement any recommendations 22
117	117	for program improvements based on the results of 23
118	118	such data and evaluations. 24
