To direct the Secretary of Defense to establish a standard-
ized training curriculum for military vehicle operations. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. MILITARY VEHICLE OPERATOR TRAINING PRO-3
GRAM. 4
(a) E
STABLISHMENT OF TRAININGCURRICULUM.— 5
(1) I
N GENERAL.—Not later than 180 days 6
after the date of the enactment of this Act, the Sec-7
retary of Defense shall establish a standardized 8
training curriculum for military vehicle operations, 9

encompassing both classroom and practical training 1
components. 2
(2) D
EVELOPMENT.—The training curriculum 3
under paragraph (1) shall be developed in collabora-4
tion with subject matter experts, experienced mem-5
bers of the Armed Forces, and relevant stakeholders, 6
and shall cover essential topics such as vehicle dy-7
namics, safety procedures, hazard recognition and 8
avoidance, defensive driving techniques, and vehicle 9
recovery methods. 10
(3) U
PDATES.—The Secretary of Defense shall 11
ensure that the training curriculum under paragraph 12
(1) is regularly updated to incorporate emerging 13
best practices and technological advancements in 14
military vehicle operations. 15
(b) C
ERTIFICATIONPROGRAM.— 16
(1) I
N GENERAL.—The Secretary of Defense 17
shall establish a certification program to validate the 18
proficiency of members of the Armed Forces in mili-19
tary vehicle operations. 20
(2) D
ESIGN OF PROGRAM .—The certification 21
program shall be designed to ensure that all mem-22
bers of the Armed Forces, regardless of deployment 23
status, receive adequate training in military vehicle 24
operations before being assigned to operational duty. 25

(3) ASSESSMENTS.—The certification program 1
shall include written exams, practical assessments, 2
and evaluations of demonstrated competence. 3
(4) N
OTICE OF COMPLETION .—Notice shall be 4
issued to members of the Armed Forces who suc-5
cessfully complete the training program and meet 6
the established proficiency criteria. 7

EADLINES.— 8
(1) D
EADLINE FOR COMMENCEMENT .—Not 9
later than one year after the date of the enactment 10
of this Act, the Secretary of Defense shall commence 11
the development and implementation of the training 12
curriculum under subsection (a) and the certification 13
program under subsection (b). 14
(2) D
EADLINE FOR FULL INTEGRATION .—Not 15
later than three years after the date of the enact-16
ment of this Act, the training curriculum under sub-17
section (a) and the certification program under sub-18
section (b) shall be fully integrated into military 19
training programs. 20
(d) T
RAININGDELIVERYMETHODS.—In carrying 21
out this section, the Secretary of Defense shall— 22
(1) develop a comprehensive and interactive 23
training methodology that combines traditional 24

classroom instruction with hands-on, practical train-1
ing exercises; 2
(2) encourage the use of modern training tech-3
nologies, simulators, and realistic training environ-4
ments to enhance effectiveness of the training pro-5
gram; and 6
(3) ensure that training materials are up-to- 7
date, accessible, and tailored to the specific vehicle 8
types and operational environments members of the 9
Armed Forces are likely to encounter. 10
(e) I
NFORMATION COLLECTION AND EVALUA-11
TIONS.—In carrying out this section, the Secretary of De-12
fense shall— 13
(1) update reporting mechanisms used to collect 14
and analyze data related to military vehicle inci-15
dents, including vehicle rollovers, and the causes of 16
such incidents; 17
(2) conduct regular evaluations of the effective-18
ness of the training under this section in reducing 19
incidents and improving the proficiency of military 20
vehicle operators; and 21
(3) promptly implement any recommendations 22
for program improvements based on the results of 23
such data and evaluations. 24
