16	16	to training performed by members of the Armed Forces.
17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. MILITARY TRAINING AND COMPETENCY DATA-3
20	20	BASE. 4
21	21	(a) E
22	22	STABLISHMENT OF DATABASE.— 5
23	23	(1) E
24	24	STABLISHMENT.—The Secretary of De-6
25	25	fense shall establish— 7
26	26	(A) a centralized database, to be known as 8
27	27	the ‘‘Military Training and Competency Data-9

31	31	base’’ (referred to in this section as the ‘‘Data-1
32	32	base’’), to record and maintain information re-2
33	33	lating to training performed by members of the 3
34	34	Armed Forces; and 4
35	35	(B) a process to make the information in 5
36	36	the database available to States and potential 6
37	37	employers to assist in determining if the train-7
38	38	ing provided to a member or former member of 8
39	39	the Armed Forces satisfies civilian licensing and 9
40	40	certification requirements. 10

42	42	ONTENTS.—The Database shall include 11
43	43	following information for each member of the Armed 12
44	44	Forces: 13
45	45	(A) Name, rank, and military service iden-14
46	46	tification number. 15
47	47	(B) Branch of service and specialty. 16
48	48	(C) Details of completed training courses, 17
49	49	certifications, and qualifications. 18
50	50	(D) Any other information the Secretary 19
51	51	determines appropriate. 20

53	53	VAILABILITY OF INFORMATION .—The Sec-21
54	54	retary of Defense shall establish a process to make 22
55	55	the information contained in the Database available 23
56	56	to States and other employers upon request to assist 24
57	57	such States and employers in verifying whether the 25

62	62	member of the Armed Forces satisfies relevant civil-2
63	63	ian licensing or certification requirements. 3

65	65	ECURITY AND ACCESSIBILITY .—The Sec-4
66	66	retary of Defense shall ensure that the Database is 5
67	67	secure, easily accessible, and regularly updated to re-6
68	68	flect the training and qualifications acquired by 7
69	69	members of the Armed Forces. 8

71	71	OMPETENCYREPORTS.— 9
72	72	(1) I
73	73	N GENERAL.—Based on the information in 10
74	74	the Database the Secretary of Defense shall provide 11
75	75	to each member of the Armed Forces a document 12
76	76	that outlines the training and qualifications acquired 13
77	77	by a member while serving in the Armed Forces. 14
78	78	Such document shall be known as a ‘‘competency re-15
79	79	port’’. 16

81	81	ORMAT AND CONTENTS .—The Secretary of 17
82	82	Defense shall develop a standardized format for 18
83	83	competency reports, which shall include, at a min-19
84	84	imum, the following information: 20
85	85	(A) Relevant personal details about the 21
86	86	member. 22
87	87	(B) Description of training courses, certifi-23
88	88	cations, and qualifications obtained. 24

97	97	VAILABILITY.—Competency reports shall 5
98	98	be provided to members of the Armed Forces upon 6
99	99	their separation or retirement from the Armed 7
100	100	Forces. 8

102	102	MPLEMENTATION.— 9

104	104	N GENERAL.—Not later than one year 10
105	105	after the date of the enactment of this Act, the Sec-11
106	106	retary of Defense shall establish the necessary regu-12
107	107	lations, procedures, and timelines for the implemen-13
108	108	tation of this section. 14

110	110	ESOURCES.—The Secretary of Defense 15
111	111	shall allocate sufficient resources to ensure the effec-16
112	112	tive establishment, maintenance, and accessibility of 17
113	113	the Database and the development and distribution 18
114	114	of competency reports to members of the Armed 19
115	115	Forces. 20

117	117	EPORT TOCONGRESS.—Not later than two 21
118	118	years after the date of the enactment of this Act, the Sec-22
119	119	retary of Defense shall submit to the congressional defense 23
120	120	committees a report on the implementation and effective-24
121	121	ness of the Database and any recommendations of the 25

125	125	Secretary for improving the Database. The report shall 1
126	126	include feedback and recommendations from States and 2
127	127	other employers regarding the usability and accuracy of 3
128	128	the Database and the competency reports described in 4
129	129	subsection (b). 5

132	132	FINED.—In this Act, the term ‘‘congressional defense 7
133	133	committees’’ has the meaning given that term in section 8
134	134	101(a)(16) of title 10, United States Code. 9
