Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. MILITARY TRAINING AND COMPETENCY DATA-3 BASE. 4 (a) E STABLISHMENT OF DATABASE.— 5 (1) E STABLISHMENT.—The Secretary of De-6 fense shall establish— 7 (A) a centralized database, to be known as 8 the ‘‘Military Training and Competency Data-9 VerDate Sep 11 2014 01:52 Aug 22, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H5148.IH H5148 pbinns on DSKJLVW7X2PROD with $$_JOB 2 •HR 5148 IH base’’ (referred to in this section as the ‘‘Data-1 base’’), to record and maintain information re-2 lating to training performed by members of the 3 Armed Forces; and 4 (B) a process to make the information in 5 the database available to States and potential 6 employers to assist in determining if the train-7 ing provided to a member or former member of 8 the Armed Forces satisfies civilian licensing and 9 certification requirements. 10 (2) C ONTENTS.—The Database shall include 11 following information for each member of the Armed 12 Forces: 13 (A) Name, rank, and military service iden-14 tification number. 15 (B) Branch of service and specialty. 16 (C) Details of completed training courses, 17 certifications, and qualifications. 18 (D) Any other information the Secretary 19 determines appropriate. 20 (3) A VAILABILITY OF INFORMATION .—The Sec-21 retary of Defense shall establish a process to make 22 the information contained in the Database available 23 to States and other employers upon request to assist 24 such States and employers in verifying whether the 25 VerDate Sep 11 2014 01:52 Aug 22, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H5148.IH H5148 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •HR 5148 IH training and qualifications of a member or former 1 member of the Armed Forces satisfies relevant civil-2 ian licensing or certification requirements. 3 (4) S ECURITY AND ACCESSIBILITY .—The Sec-4 retary of Defense shall ensure that the Database is 5 secure, easily accessible, and regularly updated to re-6 flect the training and qualifications acquired by 7 members of the Armed Forces. 8 (b) C OMPETENCYREPORTS.— 9 (1) I N GENERAL.—Based on the information in 10 the Database the Secretary of Defense shall provide 11 to each member of the Armed Forces a document 12 that outlines the training and qualifications acquired 13 by a member while serving in the Armed Forces. 14 Such document shall be known as a ‘‘competency re-15 port’’. 16 (2) F ORMAT AND CONTENTS .—The Secretary of 17 Defense shall develop a standardized format for 18 competency reports, which shall include, at a min-19 imum, the following information: 20 (A) Relevant personal details about the 21 member. 22 (B) Description of training courses, certifi-23 cations, and qualifications obtained. 24 VerDate Sep 11 2014 01:52 Aug 22, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H5148.IH H5148 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •HR 5148 IH (C) Date and duration of each completed 1 training. 2 (D) Authorized signatures and other nec-3 essary authentication. 4 (3) A VAILABILITY.—Competency reports shall 5 be provided to members of the Armed Forces upon 6 their separation or retirement from the Armed 7 Forces. 8 (c) I MPLEMENTATION.— 9 (1) I N GENERAL.—Not later than one year 10 after the date of the enactment of this Act, the Sec-11 retary of Defense shall establish the necessary regu-12 lations, procedures, and timelines for the implemen-13 tation of this section. 14 (2) R ESOURCES.—The Secretary of Defense 15 shall allocate sufficient resources to ensure the effec-16 tive establishment, maintenance, and accessibility of 17 the Database and the development and distribution 18 of competency reports to members of the Armed 19 Forces. 20 (d) R EPORT TOCONGRESS.—Not later than two 21 years after the date of the enactment of this Act, the Sec-22 retary of Defense shall submit to the congressional defense 23 committees a report on the implementation and effective-24 ness of the Database and any recommendations of the 25 VerDate Sep 11 2014 01:52 Aug 22, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H5148.IH H5148 pbinns on DSKJLVW7X2PROD with $$_JOB 5 •HR 5148 IH Secretary for improving the Database.
