2020 This Act may be cited as the ‘‘Creech Airmen Eco-4
2121 nomic Security and Resilience Act of 2023’’. 5

2525 SEC. 2. FEASIBILITY STUDY REGARDING ASSIGNMENT IN-1
2626 CENTIVE PAY FOR MEMBERS OF THE AIR 2
2727 FORCE ASSIGNED TO CREECH AIR FORCE 3

2929 Not later than 180 days after the date of enactment 5
3030 of this Act, the Secretary of the Air Force shall submit 6
3131 to the Committees on Armed Services of the Senate and 7
3232 House of Representatives a report on the feasibility of 8
3333 paying assignment incentive pay under section 307a of 9
3434 title 37, United States Code, to members of the Air Force 10
3535 assigned to Creech Air Force Base. The study shall in-11
3636 clude— 12
3737 (1) an assessment of the financial stress experi-13
3838 enced by such members, especially junior members 14
3939 with families, associated with— 15
4040 (A) the daily commute to and from the 16
4141 base; 17
4242 (B) the unique demands of the mission to 18
4343 remotely pilot aircraft; and 19
4444 (C) limited access to essential services, in-20
4545 cluding childcare, housing, and readily acces-21
4646 sible health care; and 22
4747 (2) the overall cost to the United States, and fi-23
4848 nancial relief provided by, such assignment incentive 24
4949 pay authorized by the Secretary of the Air Force in 25
5050 2008 for such members. 26

5454 SEC. 3. EPIDEMIOLOGICAL CONSULTATION REGARDING 1

5858 ONSULTATION.—The Secretary of the Air 4
5959 Force, in coordination with the Director of the Defense 5
6060 Health Agency, shall conduct a behavioral health epide-6
6161 miological consultation on unique social and occupational 7
6262 stressors affecting members of the Air Force assigned to 8
6363 Creech Air Force Base and dependents of such members. 9
6464 (b) R
6565 EPORT.—Not later than 180 days after the date 10
6666 of the enactment of this Act, the Secretary shall submit 11
6767 to the Committees on Armed Services of the Senate and 12
6868 House of Representatives a report that includes— 13
6969 (1) an executive summary of findings from con-14
7070 sultation; and 15
7171 (2) recommendations regarding how to address 16
7272 key findings to improve the quality of life and resil-17
7373 iency of such members and dependents. 18
