to Creech Air Force Base, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Creech Airmen Eco-4
nomic Security and Resilience Act of 2023’’. 5

SEC. 2. FEASIBILITY STUDY REGARDING ASSIGNMENT IN-1
CENTIVE PAY FOR MEMBERS OF THE AIR 2
FORCE ASSIGNED TO CREECH AIR FORCE 3
BASE. 4
Not later than 180 days after the date of enactment 5
of this Act, the Secretary of the Air Force shall submit 6
to the Committees on Armed Services of the Senate and 7
House of Representatives a report on the feasibility of 8
paying assignment incentive pay under section 307a of 9
title 37, United States Code, to members of the Air Force 10
assigned to Creech Air Force Base. The study shall in-11
clude— 12
(1) an assessment of the financial stress experi-13
enced by such members, especially junior members 14
with families, associated with— 15
(A) the daily commute to and from the 16
base; 17
(B) the unique demands of the mission to 18
remotely pilot aircraft; and 19
(C) limited access to essential services, in-20
cluding childcare, housing, and readily acces-21
sible health care; and 22
(2) the overall cost to the United States, and fi-23
nancial relief provided by, such assignment incentive 24
pay authorized by the Secretary of the Air Force in 25
2008 for such members. 26

SEC. 3. EPIDEMIOLOGICAL CONSULTATION REGARDING 1
MEMBERS OF THE AIR FORCE ASSIGNED TO 2
CREECH AIR FORCE BASE. 3
(a) C
ONSULTATION.—The Secretary of the Air 4
Force, in coordination with the Director of the Defense 5
Health Agency, shall conduct a behavioral health epide-6
miological consultation on unique social and occupational 7
stressors affecting members of the Air Force assigned to 8
Creech Air Force Base and dependents of such members. 9
(b) R
EPORT.—Not later than 180 days after the date 10
of the enactment of this Act, the Secretary shall submit 11
to the Committees on Armed Services of the Senate and 12
House of Representatives a report that includes— 13
(1) an executive summary of findings from con-14
sultation; and 15
(2) recommendations regarding how to address 16
key findings to improve the quality of life and resil-17
iency of such members and dependents. 18
